The Georgian government has declared success in its operation to disarm rebel commander Emzar Kvitsiani high in the mountains of the Kodori Gorge in western Georgia, although Kvitsiani himself has so far eluded capture.

“The second phase of the anti-criminal operation has begun,” said defence minister Irakly Okruashvili on July 27, saying his forces were now focused on pursuing the rebel leader. “All the villages in the gorge are under control, and weapons which have been stockpiled in large quantities here are being confiscated.”

South Ossetia or Abkhazia, fears that have been were fueled by the
deployment of Georgian forces to the Kodori Gorge in western Georgia

July 28, 2006 -- Georgia's breakaway region of Abkhazia today said it will have "no choice but to use force" if Georgia goes ahead with plans to establish the Abkhaz government-in-exile to the region.

Georgian President Mikheil Saakashvili on July 27 said he will move the government-in-exile, which fled Abkhazia following a war in 1992-93, to the upper part of the Kodori Gorge, which straddles Abkhazia and the rest of Georgia.

Georgia plans to make the move after its forces defeat a local militia based in the Kodori Gorge. Tbilisi began a security operation in the gorge on July 26, but has yet to capture the militia's leader, Emzar ...

Georgian Interior Minister Vano Merabishvili said on July 27 that rebel warlord Emzar Kvitsiani is apparently in the Abkhaz-controlled territory.

“Kvitsiani should be in Abkhazia. According to some sources he has left Kodori two days ago, but this is not yet confirmed information,” Vano Merabishvili told Rustavi 2 television late on July 27.

On July 26 Georgian officials claimed that Kvitsiani was besieged by the government forces in upper Kodori gorge, which is the only part of breakaway Abkhazia out of the secessionist authorities’ control.
