The Abkhaz Dilemma and the Czar’s Dog


There is an old story about a pogrom in Czarist Russia.  During the pogrom, attackers break into a Jewish home, destroy much of the meager property inside and threaten to kill the man of the house.  The terrified man pleads for his life and is finally spared under the condition that he teach the Czar’s dog to talk within one year.  If he fails, his attackers promise they will come back and kill him.  When the attackers leave, the man’s wife says to him "Are you crazy?  How are you ever going to teach the Czar’s dog to talk?”  The man responds "Who knows?  In a year, the dog might die, or the Czar might die.”

I was reminded of this story on a recent trip ...

RFE/RL, April 20 -- Nurdan Bayraktar Golder, head of the South Caucasus department of the Turkish Foreign Ministry, held talks in Sukhumi on April 19 with Sergei Shamba and Maksim Gvinjia, de facto prime minister and foreign minister, respectively, of the unrecognized republic of Abkhazia.

While Golder affirmed Ankara's willingness to expand ties with the breakaway Georgian region, the two Abkhaz officials responded coolly, apparently suspecting that she was acting as a stalking horse for the Georgian government.

April 19, George Hewitt - Obituaries, The Independent  -Vladislav Ardzinba, who died after suffering for almost a decade from a mysterious and increasingly debilitating illness, was a wartime leader and the first president of Abkhazia. He was born in May 1945 in the village of Lower Eshera (just north of Abkhazia's capital, Sukhum), where his father taught history. He worked at Moscow's Oriental Institute under Yevgenij Primakov, who, as Russian Foreign Minister, was later to play a role in the post-war Georgian-Abkhazian negotiating process.

Abkhaz passports for travel abroad will be issued to the citizens of Abkhazia from the beginning of summer. Today the leadership of Abkhazia has approved the layout of the Abkhaz passport for travel abroad made in Goznak.
