When the "Federal President" Putin made the main racist and anti-Semitic force in southern Russia (The Cossacks) as  legal group, after signing the official documents, that triggered an earlier event which proves the fact that this policy had been implemented long time ago and this signing ceremony was for psychological influential effect by the security/police state policy, to make people more afraid and scared, and to make people fear approaching the point of requesting and/or demanding any change or their human rights of self-determination, freedom, and independence.

An earlier report on  "Institute for War & Peace Reporting" IWPR about Cossacks behavior against minorities in Krasnodar and because they were given the neccessary support and they had been effectively given the go-ahead to bully and harris all minority groups with no exception, including the original inhabitants, since the report was made, which was 18-Jan-02! "Why have a dog and bark yourself?(with all respect).

They antagonize, whip, kick, spot-check, attack, harress, torture and kill any one that they feel they they wanted to harm and/or humiliate!

Those Cossacks had started their duties in "smart red, white and blue uniforms trailing swords or cracking whips", while going on patrols harresing and bothering people in the Black Sea  region, that used to be called Shapsugia, which is a name of one of the Circassian main tribes that was changed  on May, 24th, 1945 according to the Decree of Presidium of the Supreme body of RSFSR about renaming area "Shapsugskogo" to be Lazareevsky(after Admiral Lazarev) had been signed; but it seems that the name was changed again to  "Krasnodar Region

 Cossacks only settled in the area at the end of the 18th century when the land they called "The Kuban" was given to them by Catherine II, which was after the year 1864 when "genocide committed against the Circassian nation by Czarist Russia" and the Russian-Turkish Peace treary that made Russia performing the famous genocide against Circassians and Adygas.

They reached their peak authority and influence as was mentioned in IWPR report  long before they were officially given so. "Psychologist Sergei Kiryanov believes that the current violence represents a resurgence of the Cossack's traditional, warring instinct. "When Yeltsin became president," said Kiryanov, "he brought back the rights of Cossacks, which served as a signal for them to rejuvenate their warring tendencies. It is no coincidence that Cossacks are a part of every national conflict on post-Soviet territory and even in the Balkans."

Guess what they are wearing while performing their new but old duties? The answer comes straight away. They liked their victims suits and clothes and they are wearing the Circassian clothes as a uniform now!

They even had on Circassian coats and clothes, which there is nothing wrong with that if we think about it in a simple way; but the problem is that they are wearing the national clothes and uniform of the Circassians who got slaughter, massacred, and brutally killed with acts of genocide when they were the servants of the tyrant Tsars, and now in the 21st century they are renewing the criminal/killing of peoples and nations contract with the change of the boss and uniform!

The Cossack patrols, the cold-blooded gangsters were attacking the oppressed citizens and individuals since the new police state had decided secretly first, and now bluntly, to be the "guards of evil", with the personal support of the President of Federal Republic of Russia.

The local police is even consider them  as "big factor in helping the police keep order" and receive backing from Moscow!

Cossack units have signed agreements with the local authorities  which gives them tax exemptions and better land leasing rights in exchange for patrolling the border and other duties. They acted like a mafia that takes to the streets to act as gangsters with the authorities turned blind eye on their savage attacks and brutalities.

The  unjustified Cossack influence had increased tremendously the tension with many groups and minorities. Would that be another example of who creates the monster would be the first that will be effected by it's irresponsible and unmeasured future acts?
