Akhmed Zakayev, head of the Chechen government in exile, returned to London on September 22 following his brief detention in Poland on an international arrest warrant requested by Russia. Zakayev had been in Poland to address the World Chechen Congress, which was meeting to develop a plan for ending the violence in the Russian republic and secure its "de-occupation.” He says he will return to Poland when necessary to participate in an extradition hearing.

Zakayev spoke with RFE/RL Russian Service correspondent Natalya Golitsyna about his experience in Poland and about the status of the Chechen independence movement.

RFE/RL: You have said you were a victim of the political games of Poland and Russia. What do you mean by that?

Akhmed Zakayev:
I mean that the Polish leadership ...

Moscow Upped the Ante With an Extradition Request for Zakayev, but the Whole Episode Has Already Taken on the Shape of a PR Minuet

Considering the tricky position that Akhmed Zakayev’s Poland trip put Warsaw in last week, in many ways it has finished a win-win situation for all the sides involved. Moscow inferred from Zakayev’s arrest in Poland that Polish-Russian rapprochement has had an impact on Polish policy. Warsaw was able to show symbolic solidarity with its erstwhile foe on a controversial issue that usually polarizes the two. Nothing about Kheda Saratova's demeanor indicated the nature of her work when I first met her in Grozny five years ago.

She was escorting a group of rights activists to her native district of Shatoi, a lush stretch in the Caucasus Mountains in which some of the most protracted fighting in Chechnya had taken place.

Sunny and smiling, her elegant features crowned by dark bangs under a head scarf set back on her head, Saratova betrayed none of the hell she'd lived through. Not only had she survived both Chechen wars, but she took a job investigating the grim violence that characterized those conflicts: disappearances, torture, and murder that would otherwise have remained unknown.

Chechnya today (April 16) is marking the first anniversary of the end of the counter-terrorism operation in the republic with what it is calling a Day of Peace –a series of government-organized celebrations and festivities including concerts, sports events, a cross-country automobile/motorcycle race and even, according to the Kavkazsky Uzel website, contests for the best ideas for "the patriotic education of young people” (www.kavkaz-uzel.ru, April 14).

On the eve of the celebrations, Chechen President, Ramzan Kadyrov, said the lifting of the counter-terrorist operation regime in the republic last April 16 marked the Chechen people’s victory over international terrorism. He thanked the state security services, police and troops for "doing their utmost to purge the republic of terrorists and bandits of all hues” and condemned the "renegades” who had tried to impose their ideas and views ...
