Terror showed itself in the form of violence over again last on September 2 in the Staropromislov district of Caharkala. Security officers of the Stariye district killed Aslanbek Saraliyev, 24, extrajudicially. Security officers gunned down Saraliyev on the street of Belinsky, according to local residents here. Charged with being a resister, Saraliyev sought hiding in Marvan Cabrailov's house as he was being followed by tens of security officers. Kavkaz-Centre reports, citing the Chechen command, that a Chechen diversion group has attacked a Russian BTR armoured vehicle with machine-guns, and destroyed it at the spot, on 10 September near Dargo village. 4 Russian invaders were killed. 2 Chechen troops were lightly wounded.
According to a source in the Chechen command, a Chechen force led by Amir Ilman has blown up a Russian UAZ vehicle near Selmantauzen village, Vedeno District. The Russians lost two people killed and two wounded.
On 11 September there was a combat with Russian invaders in a forest in Shato District. The invaders lost three men killed; the Chechens lost one. Occupation units destroyed near the villages of Agishbatoi and Yandi Publication time: 14 September 2007, 20:38 Chechen Mujahideen from Amir Usam's subdivision blew up a military KAMAZ truck carrying occupiers in the area of Agishbatoi village on 12 September, according to the AlKavkaz website. Two terrorists were killed and several others were wounded as a result of this sabotage act. No more details were reported.
Another sabotage act was carried out in the Achhoi-Martan district. On 11 September a group of aggressors was blown up near the village of Yandi. At least one occupier was killed, several others were wounded.

Is the war in Chechnya over?

CHECHNYA - The views of people on the notion that the war in the republic is definitively over are divided. Some observers believe that the so-called third phase of the second Chechen campaign will begin in the spring or summer of next year. They do so on the basis of their assertion that there is a possibility of unrest in Russia itself. If events take such a turn, they say, there will be major bloodshed, and the conflict will spread far beyond the North Caucasus.

The recent relative calm in Chechnya has allowed for local security officials to start speaking once again about the defeat of the insurgency. On September 16, Ruslan Alkhanov, the pro-Russian Chechen Interior Minister who just two weeks ago had to disclaim rumors about a possible rebel raid on the Chechen capital Grozny, declared that the authorities have effective control over both the republican mountain districts and the Chechen plains. Alkhanov particularly stressed that the situation in Chechnya is perfect in comparison to the situation in neighboring Ingushetia. The Interior Minister then referred to the rebel brigadier generals, as the Chechen field commanders usually call themselves.
