MOSCOW. Sept 4 (Interfax) - The Federal Penitentiary Service does not think terrorism was behind Sunday's blast in the premises of the Service's Chechnya Department.
"Careless handling of ammunition or explosives is the most likely cause of the blast. Terrorism is not being considered for the moment," Federal Penitentiary Service chief Yury Kalinin told Interfax on Monday.
"Unfortunately, incidents involving fatalities do occur in places where large amounts of weapons and explosives are stored," Kalinin said.
A Federal Penitentiary Service official earlier informed Interfax that several theories were being considered regarding the incident - primarily, careless handling of explosives. But terrorism could have been a motive behind the blast, he said.
"The incident is under investigation. One Penitentiary Service official was reportedly killed and several others were wounded," the official said. sd

The terrorist was sent to a resuscitation ward of a local hospital. Bataev committed numerous crimes against Chechen civilians, a source of the Kavkaz Center in Chechnya reports.

Russian media reported a clash to have taken place on Friday morning between a group of Mujahideen and a local pro-Russian gang, "Vostok". The Mujahideen attacked the munafiqs (apostates) in the area of Vedeno. The invaders claimed only one of their terrorists wounded and, somehow not very convincing, one Mujahid killed and several wounded. No information on the real nature and extent of casualties was available from Mujahideen or independent sources till the filing of this report.
