The past week was filled with surprising and confusing changes in the leadership of the North Caucasus rebels. First, Doku Umarov’s plan to appoint a successor as leader of the North Caucasus rebels has ended up in his trivial resignation on health grounds. Still, Umarov also announced that he intended to continue to struggle to the end even without being the supreme leader of the rebels (www.kavkaz.tv, August 1). As EDM already reported, Umarov issued a decree on July 24 appointing Emir Aslanbek (aka Aslanbek Vadalov) as his heir. Emir Aslanbek, one of the most famous Chechen commanders, has led Chechnya’s Eastern Front for the past several years since the establishment of the Caucasus Emirate (www.kavkaz.tv, July 24).

According to analytical department of the English-language Radio Liberty, the materials of which are almost never broadcast in the programs in the Russian-language service of this US government radio, there are three possibilities why the Emir Dokku Abu Usman revoked his statement about resignation from the post of head of the Caucasus Emirate.

 

1. He may indeed have been forced to step down by younger field commanders, who

 

a) are not ready to target the civilian population,

b) on the contrary, they are eager to do that but do not consider him an efficient military leader for such operations.

 

(Radio Liberty, evidently has in mind that new attacks did not follow in Russian heartland after the sabotage in Moscow metro although the Emir promised them for the future).

Chechen Republic of Itchkeria Cabinet of Ministers press office has released the following statement by Chairman Akhmed Zakaev with regards to the suspension of Acting ChRI President Doku Umarov from the post of ‘Emir of the Caucasus Emirate’. 
 
"Information on leadership changes within the Caucasus Resistance Forces discussed in the media carries vast political importance. The significance of this event lies not in the removal of Doku Umarov from the command of Resistance Forces but that his suspension has released armed insurgent groups in the Northern Caucasus and ChRI Armed Forces from under the control and direct influence of Russian Special Forces.”

Blast hits capital of Russia's Chechnya, one injured

A blast rocked the center of Grozny, the capital of Russia's volatile North Caucasus republic of Chechnya on Friday, a police spokesperson said.

A man was reportedly injured as a result of the blast. According to preliminary data, the bomb exploded near a trade center.

Police have arrived at the site of the blast.

Russia fought two wars against separatists in Chechnya in the 1990s and early 2000s. Sporadic terrorist attacks, shootings and militant clashes are still common in Chechnya and the neighboring republics of Dagestan and Ingushetia.

Operative sources of the leadership of the Caucasus Emirate received information regarding new plans of the Kremlin, which is desperately trying to suppress resistance of the Mujahideen of the Caucasus before the Olympic Games in Sochi in 2014.

 

Sources say that masters in the Kremlin have come to an agreement that Putin's personal project "Kadyrov" exhausted its resources and capabilities. Moscow believes that the consolidation of Muslims in the Caucasus Emirate is the most dangerous factor today threatening the presence of Russia in the Caucasus.

 

The situation demands a new approach and non-standard solutions. The envoy of the Kremlin Khloponin, in particular, insists on that. One of his tasks after appointment as "the governor of the Caucasus" was to assess the situation on the base of the prospects of a new strategy of Moscow.
