Staunton, August 15 – In yet another indication that Islamism has not entirely replaced nationalism as a motive force in the North Caucasus, a group of Chechen militants has refused to subordinate themselves to Doku Umarov as head of the Caucasus Emirate after he first resigned and then reneged on that resignation earlier this month. On Friday, "Kommersant” reported yesterday, a group of Chechen militants "together with Arabs” fighting alongside them declared in a video played on one Chechen site that they will no longer subordinate themselves to Umarov, who offended them by his on-again, off-again resignation as emir (www.kommersant.ru/doc.aspx?DocsID=1488135&NodesID=6). The past week was filled with surprising and confusing changes in the leadership of the North Caucasus rebels. First, Doku Umarov’s plan to appoint a successor as leader of the North Caucasus rebels has ended up in his trivial resignation on health grounds. Still, Umarov also announced that he intended to continue to struggle to the end even without being the supreme leader of the rebels (www.kavkaz.tv, August 1). As EDM already reported, Umarov issued a decree on July 24 appointing Emir Aslanbek (aka Aslanbek Vadalov) as his heir. Emir Aslanbek, one of the most famous Chechen commanders, has led Chechnya’s Eastern Front for the past several years since the establishment of the Caucasus Emirate (www.kavkaz.tv, July 24). During that visit he announced several highway reconstruction projects, and unveiled plans for consolidation of the air transport industry in the North Caucasus. At the same time, however, he was extremely cautious about entertaining any groundbreaking transportation infrastructure development projects. On August 3, at a regional meeting of transportation professionals, Levitin urged the regional authorities of the North Caucasus to consider creating a single air carrier that would be based in Mineralnye Vody (aka Minvody), which is located in the predominantly ethnic Russian populated region of Stavropol. Two persons killed by explosion in GroznyOn August 9, two workers busy with cleaning were killed by a mine explosion in the Staropromyslovskiy District of the capital of Chechnya. "Yesterday, in the Staropromyslovskiy District of Grozny, near No. 1 in Novatorov Street, in the territory, earlier occupied by the Geophysics Scientific-Research institute, two workers were removing garbage and triggered some unidentified explosive device. Both received plural fragmental wounds and died on the way to hospital," the "Caucasian Knot" correspondent was informed by an employee of the local Ministry for Emergencies (MfE). Sappers were sent to the place of the incident, who inspected the territory for the presence of other explosive items. They found nothing dangerous. GROZNY, Russia - Russian officials say two militants and a police officer have been killed in a shootout in Chechnya. Interior Ministry official Valentin Talalayev said Sunday that the militants had been holed up in an apartment building on the outskirts of the Chechen capital, Grozny. He said the dead militants were identified as participants in attacks on federal military and local police. Full-scale fighting in Chechnya, which was devastated by two separatist wars over the last 16 years, ended long ago.
