Medvedev turns to Muslim clerics to counter radicalism


SOCHI: President Dmitry Medvedev on Friday urged Russia’s top Muslim clerics to join hands to stop radical groups from wooing the youth in the turbulent North Caucasus.

He proposed launching a Muslim TV channel to tackle religious insurgency in the region. “Unfortunately, criminal gangs still manage to recruit young people for their activities,” Medvedev told clerics and regional leaders at his summer residence in the Black Sea resort of Sochi. “It will be right to work out a programme for working with the young in the North Caucasus,” he added. Earlier this year, the Kremlin ended security restrictions in the region in a gesture intended to show a return of stability to the province now run by a pro-Moscow government.

Police in Chechnya say two militants blew themselves up to escape capture, wounding three policemen and three civilians in the process.

It is the second suicide bombing this week in Chechnya and part of a rising wave of violence in Russia's North Caucasus.

Chechen Interior Ministry spokesman Magomed Deniyev said Friday that police blockaded the two militants in a house in the town of Shali overnight. He said when police demanded they give themselves up, the militants opened fire and then set off explosives attached to their bodies.

Deniyev said three policemen and three civilians were hospitalized with shrapnel wounds.

Separatist rebels and Russian troops have fought two full-scale wars in Chechnya over the past 15 years, and small clashes persist.

The Chechen MIA believes that militants are committing terror acts with the use of suicide bombers with the aim to distract power agencies from broad-scale special operations in the mountains. President of Chechnya Ramzan Kadyrov has stated that in no case the intensity of operations conducted against armed underground groupings will go down.

A source in the Chechen MIA said in his conversation with the "Caucasian Knot" correspondent: "The two latest terror acts in the Chechen capital, same as the explosions committed in May-July, and not only in the territory of Chechnya, but also in the neighbouring Ingushetia, are aimed, first of all, at venting the pressure on the militants who hide in the mountains of both republics."

On August 23, in the course of a combat clash that burst out in the Shali District of Chechnya, a soldier of the Internal Troops of Russian MIA was lost, and four militaries were wounded.

On August 23, in the submontane Achkhoy-Martan District of Chechnya, a local minor was wounded by explosion of unidentified ordnance.

"Yesterday, in the village of Stary Achkhoy, in the area of the Nuradilova Street, a teenager was wounded by an explosion. The boy was hospitalized with fragmental wounds and burns," said a source from the Chechen MIA and added: "Under the available data, an explosion of a shell or some other ordnance happened in a heap of metal scrap. Now experts try to find out the reason of the explosion, type and power of the ordnance and how it could get there."
