The explosion occurred near the Russian military base in Khankala, just outside the Chechen capital, Grozny, the regional branch of Russia’s Interior Ministry said. It said the car bomb hit a passing car, wounding two people who were hospitalized with shrapnel injuries.<o:p></o:p> The ITAR-Tass news agency said the car bomb went off when a vehicle belonging Selim Tsuyev, a top military official in Chechnya’s Moscow-backed administration, drove by.
