Dubai claims Chechen link to murder

Police in the United Arab Emirates have accused a close ally of the leader of the Russian province of Chechnya of masterminding the assassination of Sulim Yamadayev, a former Chechen military commander.

Yamadayev was shot on March 28 in the car park of a luxury seaside apartment block in Dubai, one of seven emirates that make up the UAE.

"The leads in the case indicate that a top official in the Chechen government named Adam Delimkhanov, who is the deputy prime minister in Chechnya, is the mastermind behind Sulim Yamadayev's assassination," Lieutenant-General Dhahi Khalfan Tamim, the Dubai police chief, said on Sunday.

Delimkhanov, a member of Russia's lower house, is considered a close friend and part of the inner circle of Ramzan Kadyrov, the president of Chechnya, who enjoys Moscow's backing.

Kadyrov has dismissed through a spokesman any suggestion that Yamadayev's killing was linked ...

Chechnya was back in the spotlight at the end of last week because of the announcements made by its president, Ramzan Kadyrov, with regard to the fate of the counter-terrorist operation in the republic. In the best traditions of the Soviet past, a number of events were intended to demonstrate that by the initiative of the regional leader, the federal authorities in Moscow make decisions instantly.

During a meeting with journalists on March 25, Ramzan Kadyrov stated that it was necessary to officially end the full-scale counter-terrorist operation, which has been carried out in Chechnya since the end of 1999 (Lenta.ru March 25). Kadyrov added that a corresponding announcement would be made in the final days of March. Residents of Achkhoy-Martan District of Chechnya complain of power agents

In these latter days, employees of Russian federal and local power agencies have actually terrorized the population of some dwelling settlements of Achkhoy-Martan District of Chechnya. This is the assertion of Aslambek Apaev, expert of the Moscow Helsinki Group for Northern Caucasus.

According to his story, during these several days he was approached with complaints against arbitrariness of law enforcers and power agents by residents of Valerik and Yandi (Orekhovo) villages.

"People are just driven to full despair," said the human rights activist. "They fear to file written applications, as, as they say, power agents threaten to execute them. The situation in the Achkhoy-Martan District, and in particular, in Valerik and Orekhovo is extremely hard."
