Chechen premier accuses Russian subunit of illegal detentions
CHECHNYA, 17 April, Caucasus Times - Chechen Prime Minister Ramzan Kadyrov considers that operational search bureau No 2 of a subunit of the Russian Interior Ministry's main department for the Southern Federal District is engaged in illegal detention of people in Chechnya.

Speaking at an extraordinary conference of the regional department of the [pro-Kremlin] One Russia party in Gudermes on Saturday [15 April], Ramzan Kadyrov said that "members of this subunit are illegally detaining people, they are beating and treating cruelly the detainees. They force them to plead guilty for crimes which they [detainees] did not commit".

He said that he intends to push for the withdrawal of the subunit from Chechnya.

MOSCOW, April 18 (Reuters) - Lack of cash is hampering the Chechen rebels' ability to strike Russian forces and stopping them from accepting all the recruits they would like, a top rebel leader said on Tuesday.

But Doku Umarov said morale remained high and that the movement, of which he is deputy leader, would never ask for peace talks with Moscow.

"We can at any time conduct a large military operation, it all depends on the political advantage for us. Apart from this, such an operation demands large financial and human resources," he said in comments published on a separatist Web site (www.kavkazcenter.com).

Combat operations of Mujahideen in Jokhar and southern Chechnya

According to spokesman of Military Council Majlisul Shura of CRI 13 kafirs and munafiqs were eliminated as a result of combat operations of Mujahideen in capital Jokhar and also in Vedeno, Nojay-Yurt district of the country on April 17-18. At least 14 kafirs and munafiqs have got wounded.

According to the source, outposts of the enemy have been attacked and two army trucks have been blown up in capital Jokhar. During the sabotage actions in Chechen capital 4 invaders were eliminated and 3 others were injured.

In Nojay-Yurt district of the country, near to Nijniy Kurchaloi, gun battle took place with kafirs’ reconnaissance team. As a result of firefight 3 invaders were eliminated and 3 others injured. CHECHNYA - The new command of the Shatoysky district police department plans to take relatives of guerrillas hostage, claim the local people.

"In early March [the Moscow-backed Chechen Premier] Ramzan Kadyrov replaced the district administration and police leadership and immediately began to purge the district police," says Shatoysky resident Adam Musayev.

"As far as I know, the police did make an attempt to round up the guerrillas of the top guerrilla commander Dokka Umarov, but they were ambushed and four of them were captured by the guerrillas," Musayev stated.

Combat operations in Avtury

According to occupational sources a firefight occurred between kafirs and Mujahideen in area of Chechen village Avtury. Occupational sources claim that kafirs’ group has tried to surround the group of Mujahideen consisting from 4-5 men. However they did not managed to do so. Russian sources claim that kafirs have found Mujahideen’s temporary, which was destroyed later. Information about casualties from the both sides has not been reported.

Munafiqs attacked by grenade-launcher in Ingushetia

Occupational sources report that in the city of Malgobek, Ingushetia, Mujahideen have attacked munafiqs from pro-Moscow police from a handmade anti-tank grenade launcher. According to Interfax agency munafiqs did not incur any casualties.
