Vienna, March 25 – In a speech that either represents his swansong or lays down a new agenda for the leaders of the regions and republics of the Russian Federation, Bashkir President Murtaza Rakhimov has denounced Moscow’s “instrumentalist” approach to federalism, an approach which violates both the Russian Constitution and the center’s promises to the people. Last weekend, Rakhimov, 75, who is on the short list of many analysts of regional officials likely to be dismissed in the near future, delivered a major speech at an Ufa conference on the 90th anniversary of the formation of his republic attacking Moscow’s approach to federalism (www.bashkortostan.ru/president/activity/index.php?ELEMENT_ID=19662). By Dzhambulat Are GROZNY, Chechnya – At the recent routine meeting between Ramzan Kadyrov and Vladimir Putin on March 20, the Russian Prime Minister expressed an interest in the republic’s economic situation. Kadyrov reported that that everything was in order: the economic crisis was affecting Chechnya less than other regions of Russia, and problems such as unemployment and the aftermath of earthquakes were being dealt with more quickly there. Scenes like this give the public not the slightest idea of the truly critical phenomena which are accumulating in the relationship between the federal centre and the Russian regions.

General Asks Chechens to Inform on RebelsPublication: North Caucasus Weekly March 20, 2009 05:05 PM The commander of the United Group of Forces in the North Caucasus, Lieutenant General Nikolai Sivak, delivered a message to the Chechen people on March 18, asking them to inform authorities about rebel plans and thereby avert attacks. “Law enforcement officials are hoping to receive first-hand information from locals, which will help avert sabotage and terrorist acts and curb militants’ plans to destabilize the situation in the regions,” Interfax quoted him as saying in the address. Sivak added that police and other law-enforcement bodies and military commandant offices have hotlines for people to call and that the National Anti-Terrorism Committee had ordered a range of informational and promotional events, including a public service announcement, the distribution of fliers drafted by the security agencies and various events at educational institutions and job sites.

Ramzan Kadyrov´s "Winter-offensive" against the rebels completely fails!!!In late November 2008 Chechnya´s so called "pro-russian" dictator Ramzan Kadyrov once more declared to the media,that "this winter (december 08-february 09) will definitely be the last winter of the bandits (chechen rebels)". However, only few days later Kadyrov´s "right hand",interior minister Ruslan Alkhanov, dared to refute Kadyrov´s statement and complained,that the "militants are not brave enough to fight in the open field,instead they hide in the forests and mountains and shoot our people (the armed " Kadyrovites") in the back". In contrast to the always-optimistic "King Ramzan", his most loyal interior minister knew very well,that this so-called "winter-offensive" against the rebels would probably end in one more failure,as it used to be in former years as well.
