Decree number 7-В

In the name of Allah, Gracious and Merciful!

In order to form the ChRI executive bodies in accordance with article 62, on the basis of the Decree number 1-B, the ChRI Parliament decrees:

   1. To entrust Akhmed Zakaev with the duty of the Chairman of the Cabinet of Ministers of the ChRI, as specified in article 78 of the ChRI Constitution .
   2. To instruct the ChRI Cabinet of Ministers’ Chairman Akhmed Zakaev to submit within two weeks a list of the structure and the composition of the Cabinet of Ministers in accordance with clause 3, article 64 of the ChRI Constitution, for approval of the ChRI Parliament.
   3. The decree enters into force upon signature.

Istanbul/Agency Caucasus - Objections against Doku Umarov's announcement of himself as the Emir of Caucasus after he resigned as President of the Chechen Republic of Ichkeria began to come from some Chechen military commanders.

Emir Rashid, a Chechen military commander in charge of Shali province, voiced his absolute objection against the announcement of Caucasian Emirate, Chechen News reported.

"The decision to announce the Caucasian Emirate came from a small group of people closely tied across Dagestan, Kabardino-Balkaria and Ingushetia to Umarov," Rashid was quoted as saying. "No Chechen military commander was ever asked to evaluate and comment on rumors that the Chechen people and government would be provoked soon."

Caharkala/Agency Caucasus - Explosives left out here and there in the wake of war are adding to the Chechen suffering.

A child of age 11 died in a blast of shell that had been left out in a dustbin in southeastern . The police said it was a shell that exploded near Kurchaloy after a boy student set the dustbin there to fire. It remains, however, unknown who left the shell in the dustbin.

Two children, aged 10 and 14, were seriously injured on November 14 in a blast of antitank explosives in Achhoy-Martan. Local authorities said such recent explosions left injured a total of 3800 people, of which 754 were children.  KU/ÖZ/FT

Our office has received a letter from Uvais Akhmadov, stating among other things, the following:

My associates and I wholeheartedly support the suggestion by the Chairman of the Sharia Committee Farouk Khasukhanov about creating an independent commission to analyse – in accordance with the Sharia – the current situation and resolve the differences among the followers of the Resistance movement.

I can state quite openly that for my associates and myself the only competent decision on the proclamation of the Caucasus Emirate would be the decision based in Allah’s Sharia, rather than the private opinions of Udugov Movladi and Umarov Isa who have claimed quite openly in the presence of witnesses that religion for them is a convenient means of seizing power. For us Allah’s religion is not a method of achieving dirty political goals ...
