Window on Eurasia: Attack on Chechen Parliament Undercuts Kadyrov's Position and Putin's Claims

Paul Goble

Staunton, October 19 – Even more than the August raid on Ramzan Kadyrov’s home village of Tsentoroy, the attack Chechen militants carried out against the republic parliament this morning shows that Chechnya has not become the island of stability in the North Caucasus Kadyrov and his Moscow patron Vladimir Putin routinely claim.
That in turn increases the likelihood that some in Moscow will begin asking pointed questions about Kadyrov’s approach as the best model for other republic leaders in the North Caucasus, a model that he and Putin have been pushing -- and even about Kadyrov’s fitness to continue in office in Grozny.
And while the difficulties Moscow would face in displacing Kadyrov are enormous – he controls a large armed force and has few obvious successors who would not pursue an even more anti-Russian approach ...

Suspected Militants Attack Chechen Parliament

Security forces control the area neighboring the site of a suicide bomb attack near the parliament in Grozny.

updated (GMT/UTC): 19.10.2010 08:38
The parliament in Russia's restive southern republic of Chechnya has come under attack.

Chechen President Ramzan Kadyrov said all gunmen who tried to storm the parliament building in Grozny were killed by security forces.

But the number of those killed and injured in the attack remains unclear.

Russian media reports said two suicide bombers blew themselves up outside parliament and two gunmen were killed in an exchange of fire with security forces.

At least three police officers were also reported killed and several others wounded. It was not immediately clear whether there were civilians among the dead.

Kadyrov told Interfax that the security forces staged a 20-minute operation to kill the militants. He told Interfax that all the deputies who were in parliament when it was attacked had been taken to ...

Chechnya attack is a 'strike' at hardline Kadyrov

by Andy PottsTom Washington at 19/10/2010 11:32

The shoot-out at the Chechen parliament on Tuesday morning undermines Ramzan Kadyrov’s hardline tactics – but the republic’s leader is unlikely to face calls to stand down.

Kadyrov has staked his reputation on a brutal crackdown against militants in Chechnya, which has long been wracked by war and terrorism.

But Tuesday’s attack, where suicide bombers and gunmen apparently breached security around the parliamentary compound in Grozny, is a painful reminder that the problems with militancy are as acute as ever.

Explosion and gunfire

Precise details of what happened in Grozny as Chechnya’s lawmakers arrived for work remain unclear.

But amid the conflicting reports it seems a car carrying a suicide bomber followed staff into the parliamentary compound and blew himself up in the entrance to a government building.

Further reports say there was an exchange of automatic weapon fire in the office ...

Gunmen attack Chechen parliament in Grozny

The parliament in the restive Russian republic of Chechnya has come under attack with at least six dead.

The parliament in the capital, Grozny, was attacked by gunmen, leaving at least three personnel dead.

Reports suggest three attackers were killed, with two reportedly blowing themselves up.

Interfax quotes President Ramzan Kadyrov as saying the operation against the militants is over and all militants involved there have been killed.

He said deputies inside the building at the time were alive and had been taken to safety.

Other Russian news agencies say at least 10 people were injured in the violence.

Renewed violence

According to some sources the shooting broke out around the office of the parliamentary speaker, though he was reportedly unharmed.

Russia's Interior Minister Rashid Nurgaliyev is visiting Chechnya and is thought to be in an emergency meeting with Mr Kadyrov, who is strongly backed by ...
