The Emir of the Caucasus Emirate Dokku Abu Usman made a special appeal to Arab brothers, and in particular to sheikhs and Islamic scholar, in which he stated that the main organizer of fitna (split/discord) among the Mujahideen in the Province of Nokhchicho (AKA Chechnya / Ichkeria) of the Caucasus Emirate is a former Deputy Military Emir Muhannad.
In a video appeal, which, according to Emir Dokku Abu Usman, was specially filmed for public use on the Internet, the Emir of Caucasian Mujahideen said -
I seek refuge in Allah from the cursed Satan!
In the name of Allah, the Most Beneficent, the Most Merciful!
Verily, all praise is due to Allah, we praise him, we seek him and we ask for his forgiveness and guidance, and we seek refuge in Allah from the evil of our own selves and from the evil consequences of our actions, whomsoever Allah guides, none can misguide and whomsoever Allah leaves to stray none can guide him.
I testify there is no God but Allah, and that Muhammad is the Prophet of Allah.
And then:
May the peace, the mercy, and the blessings of Allah be upon you dear brothers - brothers, who are represented today by our Mujahid Muhannad. There are many Sheikhs, many Mujahideen, many Ulama among you. First of all, I would like to congratulate you with the month of Ramadan, and it is not me who can tell you how joyful this holiday for Muslims is and how many blessings of Allah this month brings for Muslims and Mujahideen, so I will be brief.
Today, I want to appeal to you exactly through the internet, and if there were another possibility, then (Allah sees what is in my heart and knows my intentions) I would not do it, but I have to do it because of your brother Muhannad, who represents you here among us. Looking at our and your brother Muhannad, we get a notion about you, and I, for myself, want you to know it that you know what fitna Muhannad creates here.
Since the very first day when I proclaimed the Emirate, when we all stood united under the banner of the Emirate, when we removed taghut (idolatry, impurity), when we purified ourselves, when we equalized what we have in our souls with what we have in our tongues, Muhannad exposed himself as an opponent of the Emirate.
Wherever he was among the Mujahideen, he claimed and contended to the Mujahedeen that the Jihad in Iraq and Afghanistan came to a standstill after the proclamation of Emirates, and that after the proclamations, there were great punishments from Allah. The tests from Allah he tries to present as punishments.
Now, at the latest Majlis al-Shura, Muhannad swore that the Majlis has the right of the last word, and that the Emir has no such right, that it was this way during our first Emir Maskhadov, and so it was during the second Emir Saidullayev.
I told him that he is not telling the truth, that there is a man, Sheikh Abu Supyan, who was present at both Majlises, so let us ask him.
Then we invited Abu Supyan, and Abu Supyan confirmed my words that the last word rests with the Emir, and he (Muhannad) did not even say Astaghfirullah.
Today, Muhannad told Emir Tarkhan Gaziyev (the great Emir) that it was a fard al-ayn (a religious duty) for them to remove the Caucasus Emirate's Emir Abu Usman.
If this man represents you, I don't know how he can tell such a thing knowing the Sharia and Koran, how he can say to me personally, at our first meeting this year, about our departed dear brother Magas, that he is a bad brother?
Isn't it not a gheebat (backbiting)? I swear to Allah, brothers, I am compelled, with great reluctance, to inform you about fitnas that Muhannad is creating here.
I swear to Allah, this fitna began since that day. The instigator and organizer of this fitna is exactly our brother Muhannad. A year ago, I was informed about Muhannad several times by the Dagestan Front. I was receiving these reports also from the Military Emir Magas, but I did not want to aggravate the situation out of respect for your knowledge of the Koran, the Arabic language and your knowledge of everything that Allah gave us.
Today, the fitna went further in such a way that he encourages all the Mujahideen to withdraw their Bayat to the Caucasus Emirate's Emir, who made nothing belonging to kufr, and claims that the Mujahideen are obliged to remove this Emir.
Emir Seyfullah called for a Sharia trial, but he martyred, Insha'Allah. When another Supreme Judge of the Caucasus Emirate takes his place, Insha'Allah, this person will go thought the procedure of the Sharia.

It is to be recalled thereupon that before his martyrdom, the Emir of Dagestan and the Caucasus Emirate Supreme Judge, Seyfullah, told about many offences of Emir Muhannad and called him to the Sharia court.
In his statement, Emir Seyfullah also emphasized the Sharia basis for making decisions with respect to the position of those who sow discord and fitna among Muslims -
"And if someone tries to overthrow a legitimate government of Emir or attempts to spread fitna among Muslims towards their Emir or makes conspiracies, then there's a need to get rid of such a man, and his hukm isHukm of Khawarij (Judgment of the Seceded)".
Emir Seyfullah also directly addressed Emir Aslambek Vadalov.
"I once again appeal to you, Aslambek, since I know you in absentia, because in winter 2003/2004, I was in Endireysk woods with Emir Dadav when you were the Emir of Ichshhoi-Yurt. On the other side of the border of Chechnya, you are known as a good Muslim adhering to the Koran and the Sunnah. To resume your Bayat, put religion of Allah in the first place, remove all personal grievances to the second, and, doing so, you'll be the cause for unity and victory and not for split and strife".
