Arbitrary violence     
Caharkala/Agency Caucasus – Violence does not know limits in Chechnya even though security forces under command of Ramazan Kadyrov as the president of a puppet government which was set up under Russian control remain involved in a high level of terrorism.

Terror showed itself in the form of violence over again last on September 2 in the Staropromislov district of Caharkala. Security officers of the Stariye district killed Aslanbek Saraliyev, 24, extrajudicially. Security officers gunned down Saraliyev on the street of Belinsky, according to local residents here. Charged with being a resister, Saraliyev sought hiding in Marvan Cabrailov's house as he was being followed by tens of security officers. The men of Kadyrov surrounded the house and fired a volley at it. Saraliyev fired back from the house and injured three security officers. While he was trying to escape from the house, he was gunned down. This was not the end to it. Kadyrov's men sought revenge on the Cabrailov family. The men destroyed the whole house. Later, the owner of the house Marvan Cabrailov, his 20-years-old son Zelimhan and Zelimhan's 31-years-old older brother Magomed were taken to the police station. Marvan was released the night he had been taken to the police station after he suffered torture.

When the two sons of Marvan Cabrailov were released the day after, they were both injured. Both of them were apparently tortured. They were subjected to electrical shock to admit that they voluntarily took Saraliyev in their house. While Zelimhan was hospitalized, Magomed was taken back to his house. Kadyrov's men were not still satisfied: They ordered Ahmed, 26, as the third son of Marvan, who was not in the house when the incident took place, to come over to the police station. However, Ahmed rather chose to go into hiding because he did not want to experience the same kind of torture as his brothers did.
