Pro-Moscow Chechen leader sacks local police chief following rebel attack
Chechnya, 6 August, Caucasus Times: Chechen President Ramzan Kadyrov yesterday visited the village of Tsa-Vedeno where he held an emergency session with law-enforcement chiefs.
On the night from Saturday to Sunday [from 4 to 5 August], members of illegal armed formations attacked the mountainous village of Tsa-Vedeno. Three people were killed during the attack, including a two-year-old boy, and three houses belonging to employees of the law-enforcement agencies were set on fire.
In this regard, Ramzan Kadyrov pointed out that "with their action, the bandits tried to show that they are still capable of something, but as a result, they got dirty money and people's condemnation".
"These satans who attempted on the life of an innocent child have nothing sacred. Not only people, but also heaven have turned their back on them. Sooner or later, they will not be able to get away with it," Kadyrov stressed. The Chechen president added that this was possible because there was no proper cooperation among the law-enforcement agencies on this territory.
The session made a decision to replace the leadership of the Vedenskiy District department of internal affairs. Khizir Zaypullayev was appointed new head of the district department of internal affairs. He used to work as a company commander in the PPSM-2 regiment [a regiment of the Police Patrol-Post Service] of the Interior Ministry in Chechnya.
Interior Minister Ruslan Alkhanov pointed out that Khizir Zaypullayev has been given combat awards and proved to be a literate and efficient manager during his service in PPSM-2.
The head of the republic instructed the interior minister of Chechnya and the new chief of the Vedenskiy District department of internal affairs to find and neutralize the gang as soon as possible.
Then, Chechen President Ramzan Kadyrov visited the funerals of those who were killed, expressed his condolences and gave material aid to those who suffered from the militant attack. The families of those who were killed were given 100,000 roubles [about 4,000 dollars] each. At the same time, Kadyrov gave 500,000 roubles to each family to restore their damaged houses.
According to the law-enforcement agencies, Tsa-Vedeno was attacked at about 2300 [1900 gmt]. The gang of about 10 people split into two groups. One of them visited the houses of members of the law-enforcement agencies, while the second group remained at the entrance to the village.
The militants' victims were innocent people who were visiting their relatives that night. The bandits also killed the head of the legal unit of a Groznyy construction company, Zelimkhan Dzhabirov, and his passengers, Akhmed Eshiyev and his nephew Artur.

The "Riyadus Salikhijn" grouping, which has again declared itself to be responsible for blowing up the "Neva-Express" train, was liquidated and could not have committed this terror act, Ruslan Alkhanov, head of the Ministry of Internal Affairs (MIA) of Chechnya, has stated.
The Minister of Interior has made the statement today, while making comments on the information in mass media that Chechen militants have confessed of blowing up the "Neva-Express" train.
"Shamil Basaev's gang is completely slammed. The leader is dead, and the statement about the existence of a certain grouping under this name is mere propaganda," the RIA "Novosti" quotes Mr Alkhanov.
We also remind you that on August 15 an unknown person telephoned to the North-Caucasian editorial board of the Radio Liberty and, presenting himself to be deputy commander of the "Riyad Salikhin" grouping, said that Chechen separatists took responsibility for blowing up the train. However, the statement of the person raised doubts in the employees of special agencies.
