The General management of sectors and fronts is carried out through structures of Military Committee. Divisions of mojaheds on places possess powers to operate independently, in conformity with developing conditions. But each division has a tactical problem which is defined by the Supreme command. Here within the limits of these problems independently groups and divisions also operate. That is, we managed to create a flexible control system in which separate divisions possess the maximal independence in questions of operational planning and at the same time, are rigidly subordinated to a general plan of military actions which are carried out through structures of sectors and directions of the Caucasian Front.<o:p></o:p>
