´´The destiny of the Chechen people is solved on the fields of battles in Ichkeria´´

For the 6 th year the next genocide war of Russia against the Chechen people, unleashed by the Kremlin regime in the summer of 1999, proceeds in the territory of sovereign Ichkeria.

According to military historians and independent analysts, the still proceeding war between the Russian Federation and the ChRI (aggressive on the part of Russian and defensive on the part of Chechens) is the bloodiest massacre in the newest history of Europe, which by its duration is comparable only to the Second World War (1939-1945).

If the losses of the Soviet people in the so-called Great Patriotic War with German aggressors made, according to the most overestimated estimations, up to 30 million people killed (about 18-20 % from the population of the USSR), incomplete losses of the Chechen people in the really Patriotic war with Russian invaders has already made not less than 25 % of the population of the ChRI (more than 250 thousand victims).

Almost the same quantity of people has received wounds and mutilations of different degrees, moral and psychological traumas connected to severe air bombardments and shelling of the Chechen settlements by Russian aggressors, and also as the result of the so-called cleanings and address checks, carried out by Putin´s chastisers from squadrons of death.

And it is without mentioning of the infrastructure of the ChRI completely destroyed during two military campaigns, carried out by the Kremlin under the slogans of the constitutional order in ´´the rebellious republic´´ and ´´carrying out of counterterrorist operation against international terrorists´´.

There is no other state in the world, except for the Chechen Republic Ichkeria, which in struggle for freedom and independence against overseas aggressors for a short interval of history has lost three leaders.

These are legitimate presidents of the ChRI Djohar Dudaev, Zelimhan Yandarbiev and Aslan Mashadov, killed as the result of mean acts of terrorism of the Russian special services accomplished in the settlement Gehi-Chu of the Urus-Martan region of the ChRI (on the 21 st of April, 1996), in the capital of Qatar - the city of Doha (on the 14 th of February, 2004) and in the settlement Doikur-Evl of the Staro-Yurt region (on the 8 th of March, 2005) accordingly.

And since the 9 th of March, 2005, duties of the President of the Chechen Republic Ichkeria, the Chairman of the Cabinet of the ChRI, the Amir of the State Defense Committee - Madjlisul Shura of the ChRI , the Commander-in-chief of the Armed forces of the ChRI is executed by sheikh Abdul-Halim Sadulaev, who held the post of the Vice-President and the post of the chairman in Aslan Mashadov´s government of the Supreme Sheriyat Court of the ChRI.

Except for the Presidents Djohar Dudaev , Zelimhan Yandarbiev and Aslan Mashadov, who have become Shahids, insha Allah, also other representatives of the high rank of executive authority of the ChRI, who have acted with weapon in their hands to defend the native Fatherland, when the enemy had perfidiously entered the Chechen soil, became Shahids: the Vice-premiers of the Cabinet Aslanbek Ismailov (the building bloc) and Isa Astamirov (the economic bloc), the Minister of Internal Affairs Aidamir Abalaev, the chief of the Department of archives Dalhan Hozhaev, the first deputy director of the State frontier-customs service Dzhambulat Samadov, the first deputy minister of culture Makkal Sabdullaev, the commander of the Sheriyat guards Hamzat Gelaev, the commander of the Presidential guards Iles Talhadov, the head of the Antiterrorist center Hunkar-Pasha Israpilov, the chief of military counterespionage of the Chechen Army Abu Movsaev, the deputy chief of the General Headquarters of the Armed forces of Ichkeria Halid Basaev (a cousin brother of Shamil Basaev), the mayor of the city of Djohar Lecha Dudaev (a nephew of Djohar Dudaev), the head of the
administration of the Avtorhan region of Djohar Badruddi Ganatov, the head of the Naurski Prefecture Taus Baguraev and others.

Also the legislative branch of the government of the ChRI, the Parliament - has had losses in the Second Russo-Chechen war.

First of all, these are the chairman of the Parliament of the country of the 2 nd convocation Ruslan Alihadzhiev, kidnapped by Russian special services during visiting him of ill mother in the city of Shali in 2000 and since then he is considered to be missing (according to the special services of Ichkeria, Alihadzhiev was brutally killed during interrogation and he is buried in an anonymous grave in the territory of a special institution).

And in 2003 the acting chairman of the Parliament of the ChRI Dardail Hiryaev suddenly died, in his death there are also a lot of mysterious moments.

We would like to mention also the names of other people, who have become Shahids in this war, insha Allah: Nasruddi Mintaev, Vaid Bamatgireev, Sultan Daudov, Aslanbek Abdulhadzhiev. And in the first war near Serzhen-Yurt a deputy of the Parliament of the ChRI of the 1 st convocation poet Yusi Hantiev was heroically lost.

These huge losses of human resources, which were incurred by the Chechen people in the last war with the Russian empire, evidently testify to with what artful and severe enemy Chechens, who have followed the way of struggle for freedom and independence of the native Fatherland, deal.

And still there is no light seen in the end of the tunnel yet.

To a huge regret, on the 8 th of March, 2005, Moscow next time crossed out the outlined process of the peace settlement of the military-political conflict between the Russian Federation and the ChRI, having given the treacherous order to kill the nationally elected head of the Chechen State Aslan Mashadov, who was ready to sit down at the negotiating table with the Russian party without preliminary conditions and to discuss all problems at issue, which had been collected for the period of the 400- year of the opposition of two countries.

For this purpose he even stopped unilaterally exactly for one month all kinds of offensive fighting operations in the territories of Ichkeria and Russia.

According to the new President of the ChRI Abdul-Halim Sadulaev, today ´´the Kremlin governors have neither political, nor moral will to peace in Ichkeria, they do not wish good-neighborhood with Chechens´´.

Nevertheless, ´´the government of the Chechen Resistance is always open for a real political dialogue with Russia ´´.

But Chechens ´´will never ask for peace from the Kremlin´´ any more, and they ´´are able to break the arrogance of their enemy and to compel him to peace´´, insha Allah!

These and other reasons, which have been collected for six years of the Second Russo-Chechen war, have compelled the new government of the ChRI to necessity of reforming of the system of the supreme military-political and the government of the country, transferred to the mode operating in conditions of the martial law, enacted in the whole territory of the country since 24 o´clock of the 5 th of October, 1999 ´´In connection with the aggression of the Russian Federation against the Chechen Republic Ichkeria and beginning of large-scale military actions, and also with a view of security of the sovereignty and integrity of the country´´.

But here it is necessary to emphasize especially, that the Decree of the President of the ChRI Aslan Mashadov of February 19, 2001, in the heat of military actions in the territory of Ichkeria, in the structure of the Cabinet of the ChRI the State committee on reform of the political system (SCRPS ) of the ChRI was established, the establishment of which was dictated by necessity of political development of the sovereign Chechen State and reforming of the political system of the country.

In summer of 2002 in mountains of the Vedeno region of the ChRI the SCRPS of the ChRI organized an enlarged session of the State Defense Committee of the ChRI with participation of the members of the Cabinet, Parliament, heads of regional administrations, commanders of the fronts and directions of the AF of the ChRI .

As it is known, at this historical session, which lasted since the 27 th of June till the 4 th of July the decision on establishment of committees of the SDC including the Military one, was made, and the SDC was transformed into the State Defense Committee - Madjlisul Shura, being the supreme joint body heading the united system of the government of the ChRI in conditions of a wartime.

For the second time the SCRPS of the ChRI proved in summer of 2004, when the old Cabinet, working since peace 1998, was dismissed (on the 5 th of July), and the new government (on the 20 th of July), transferred to the operating mode in conditions of a wartime, was formed.

And one year later the government of the ChRI again turned out to have the necessity of formation of one more military government.

In this connection the President of the ChRI Abdul-Halim Sadulaev has issued two packages of Decrees: on the 11 th of August, 2005 - No. 014 ´´About resignation of the Cabinet of the ChRI and No. 015´´ About abolition of the institutes of representatives of the ChRI abroad´´, on the 23 rd of August, 2005 - No. 016 ´´About the structure of the Cabinet of the ChRI´´ and No. 017 ´´About the structure of the Cabinet of the ChRI.

Institutes of special representatives and plenipotentiaries of the President of the ChRI in foreign countries, and also the General representation of the President of the ChRI abroad, which, basically, duplicated functions of the Administration of the President of the ChRI of the control over the activity of the structures of the government of the ChRI functioning outside of the country, and also carried out a part of functions of the Ministry of Foreign Affairs of the ChRI, are completely abolished.

The structure of the new Cabinet of the ChRI will consist of four blocs: the Force bloc (The Service of National Security, the Antiterrorist Center, the Ministry of Internal Affairs), the Social and Economic Bloc (the Ministry of Health, the Ministry of Education and Sciences, the Ministry of Economics and Finances), the Information bloc (the Ministry of Information and Press, the Ministry of Communications and Information), the External bloc (the Ministry of Foreign Affairs, the Ministry of Social Protection, the Ministry of Culture).

The Force bloc will be controlled by the first Vice-President of the Cabinet of the ChRI Shamil Basaev.

He is the first assistant ( naib) of the Amir of the SDC - Madjlisul Shura of the ChRI and the head of the Military Committee in this structure.

The External bloc will be controlled by the Vice-President of the Cabinet of the ChRI Ahmad Zakaev, who controls also the Ministry of Culture.

The Social and Economic and Information block will be controlled by the President of the ChRI Abdul-Halim Sadulaev being also the Chairman of the Cabinet of the ChRI according to the Constitution.

In conditions of the wartime the President of the country holds also the posts of the Supreme Commander-in-Chief of the Armed forces of the ChRI and the Amir of the SDC - Madjlisul Shura of the ChRI.

Dokka Umarov, who is also the commander of the Western front of the AF of the ChRI, is appointed to the post of the Head of the Service of National Security of the ChRI .

Usman Ferzauli, working earlier as the plenipotentiary of the President of the ChRI in the countries of Scandinavia, is appointed to the post of the Minister of Foreign Affairs.

And Movladi Udugov, who since summer of 2002 controlled the External subcommittee of the Information committee of the SDC - MS of the ChRI, became the Minister of press and information.

The following people kept the ministerial portfolios: Apti Sulumhadzhiev- internal affairs, Abdul-Vahab Husainov - education and sciences, Umar Hanbiev - public health services, Apti Bisultanov - social protection.

Thus it is necessary to emphasize, that only the reduced variant of the Cabinet of the ChRI is promulgated, and the question of forming of the Governments remains open in the process of normalization of the military-political situation in the country.

The President also has signed the Decrees No. 013 ´´About the head of the Administration of the President of the ChRI´´ (04.08.2005) and No. 018 ´´About the head of the Press-service of the President of the ChRI´´ (23.08.2005).

The Head of the AP of the ChRI Idris Hasanov has got ´´additional powers for the control over the activity of all institutes of the government of the ChRI functioning outside of the country´´.

And the Press-service of the President of the ChRI will control the work of mass media and to publish press releases commenting statements of the head of the Chechen State and executive acts, issued by him.

It is also given the powers to promulgate the official information of the state structures of the ChRI.

In this connection it is forbidden to all members of the cabinet of the ChRI ´´to act come out with political and official statements on behalf of the President and the Government of the ChRI, which are beyond the competence of the blocs and departments, controlled by them´´.

The application of the President of the ChRI Abdul-Halim Sadulaev to the Chechen people, published on sites of news agencies of the ChRI on the 19 th of August, 2005, which was perceived ambiguously by some our compatriots living abroad, caused a sensation.

For example, some Chechen politicians, estimating the situation in struggling Ichkeria from the far West, saw discrepancy with the Decrees of the President about reforming of the system of the government and management of the ChRI in this Application.

But it is far from being so: both the Application and Decrees of the President of the ChRI in any way do not contradict each other and reflect the real picture, created around of the Chechen State after six years of the bloody war against the Russian empire.

I shall try to give explanations concerning the sharpest moments in the Application of the President of the ChRI

´´The whole work´´ of our representatives abroad was reduced, basically, to organization of cultural - educational actions with Chechen refugees and meetings with members of political, legal and humanitarian organizations of the European countries, decisions at which, at the best, had an advisory character, and also to traditional statements, applications, interviews in mass media about the results of such actions.

All this was taking place on the background of a full inactivity of the Ministry of Foreign Affairs of the ChRI, for the head of which ´´a scientific project´´ in one of the research institutes of the USA turned out to be above the interests of his own people being at the side of extinction´´.

It is not a secret to anybody, that many cultural actions with participation of the Chechen refugees, who have found a refuge in western countries, basically, develop into mass fun, what looks blasphemously on the background of the still proceeding Russo-Chechen war daily devouring tens, and even hundreds of lives of their fellow tribesmen, who essentially have not left their ethnic Native land.

Often visitors of the Chechen refugees in Europe are also song and dancing ensembles, the sponsors of which is the frustrated ´´president of the Chechen Republic´´ according to the Kremlin version, businessman Malik Saidullaev.

And Ilyas Ahmadov (MFA), obliged to carry out the whole foreign policy work abroad, for the whole war stayed idle, occasionally coming out with statements, in which the basic attention was given to the negative characteristics of the leaders of the Chechen Resistance, carrying out the armed struggle against Russian invaders, has caused an irreparable damage to the authority of the Chechen State on the international scene.

Then it is said in the Application of the President, ´´If someone really thinks, that the destiny of the Chechen people is solved in Strasbourg , Washington or Moscow he is deeply mistaken. The final point in the Russo-Chechen war will be put by Chechen mojaheds, who with weapon in their hands protect freedom and independence of the Fatherland from the Russian aggression´´.

And it is really so.

The destiny of the Chechen people is solved on the fields of battles in Ichkeria, and the main characters of this opposition are the Chechen mojaheds carrying out bloody fights against Russian aggressors.

Nevertheless, according to the President of the ChRI A-H Sadulaev , ´´Chechens are supporters of peace settlement of the political conflict between the Russian Federation and the ChRI and this position does not change even with aggravation of the military crisis´´.

Also the creation of the external bloc in the structure of the Cabinet of the ChRI, in which, except for the Ministry of Foreign Affairs, the Ministry of Social Protection and the Ministry of Culture, having a social - humanitarian orientation, are included, testifies to it.

In particular, it is planned to establish a Department on communications with the Chechen Diasporas at the Ministry of Foreign Affairs of the ChRI .

These and other governmental structures of the ChRI concentrated abroad, should ´´propagandize the state policy of the ChRI´´and ´´to solve the essential problems of the compelled immigrants (muhazhirs) , instead of to name all Chechens successively to be ´´refugees´´.

The matter is that, according to the special services of the ChRI, today in the countries of Europe there are the so-called ´´Chechen refugees´´, who ostensibly, injured by the regimes of Dudaev and Mashadov and also by all-permissiveness of Islamic radicals - vahhabits .

In this huge number of refugees the considerable quantity of Kadyrov´s and Yamadaev´s people, involved in murders and abductions of their fellow tribesmen, has been dissolved.

It is authentically known, that exactly from the environment of the latter the candidates for direction to study to the prestigious western high schools are selected, who in a certain time will return to the republic as diplomaed ´´ karzais´´.

In the application of the President of the ChRI much attention is given also to the activity of the Parliament of the ChRI, ´´which for a long time has ceased to be one of the branches of the authority, having turned into a foreign body, engaged in internal squabbles´´.

As it is known, the greatest part of the people´s choices has gone to serve to Moscow, and a small part of members of the parliament has settled in Strasbourg and other cities of Europe, having satisfied with statuses of political refugees´´.

Unfortunately, also this part of deputies settled in the West, is engaged not in legislative activity, but invents different kind of provocations.

For example, recently they have declared on establishment of a democratic fraction of the parliament ( Shahgireev), which, in its turn, has given OK to formation of the so-called government in exile (Husihanov).

All these politics tricks around of the establishment of any mythical government on the background of the catastrophic war in Ichkeria are a pity reflection of the anti-constitutional actions of the Chechen politicians, who in recent times established also the government of the national trust ( Mamadaev) , and the government of the national revival ( Hadzhiev) .

But this time the Chechen deputies - democrats have thought up the name for their government well matching their status - exiles.

And it looks too banal, when all Chechen people have rallied around of the military-political government of the ChRI and apply the best efforts to do everything possible and impossible to clean the country from the Russian occupation.

At the end of the Application the President of the ChRI Abdul-Halim Sadulaev supposes, that, probably, ´´also this time not everything will be as good with the government as it would be desirable for all of us.

It is the fault of the delayed Russo-Chechen war, which has destroyed the whole infrastructure of our country up to the basis and destroyed almost all mental potential of the Chechen people.

But we are sincere in our intentions and actions, therefore we will be helped necessarily by the Most High Allah, the favor of Whom is boundless in the name of Whom we are at the sacred Jihad against kafirs and munafiks´´.

It would be desirable to hope, that the new Cabinet of the ChRI, which completely consists of the competent experts devoted to the business of the Islam and the sovereignty of Ichkeria, many of whom have passed the severe school of the Russo-Chechen war, will become the last military government in the history of the Chechen State and at last, the long-awaited peace will come to the ancient Vainah land.
