Two Policemen Found Beheaded In North Caucasus

NALCHIK, Russia -- Two policemen were found beheaded in Russia's Kabardino-Balkaria Republic today, RFE/RL's Russian Service reports.

The bodies were found in the trunk of a car belonging to one of the dead policemen in the republic's capital, Nalchik.

One of the slain men worked as an investigator for the local branch of the Interior Ministry and the other was an enforcement officer.

Kabardino-Balkaria is part of Russia's volatile North Caucasus region, where scores of civilians, government officials, police, and insurgents have been killed in the past several months.

Most of the violence has not occurred in Kabardino-Balkaria but in the neighboring republics of Daghestan, Ingushetia, and Chechnya.

In connection with the events in Karachaevo-Circassian Republic the Adygeyan public of KBR expresses the categorical protest to infringement of the rights of Circassian people and declares its firm support to the reasonable requirements of Circassians. On November, 26th, 2009 at 11:00 a.m. in aul Habez a forum of Circassian people which is to be followed with a meeting taking place in Cherkessk at 2:00 p.m.

Our brothers Circassians need to be supported. All who are wishing to go to Cherkessk come on November, 26th, 2009 on Maria's square (Nalchik) at 7:00 a.m. having passports.

We ask to inform the organizers about the intention to join the delegation in advance.

The Republic of Kabardino-Balkaria this week has been the target of a series of attacks apparently carried out by insurgents. On the evening of November 17, an electric power substation in the Adyl-Su Gorge in Kabardino-Balkaria’s Elbrusk district was blown up. Later that same evening, an explosion in the Azau Glade cut the line between the fourth and fifth abutments of the Azau-Krugozor cable line. No one was hurt in the blasts. Law enforcement sources were quoted as saying that members of “illegal armed formations” –the standard official Russian terminology for insurgents in the North Caucasus– might have been behind the blasts. Also on November 17, unidentified attackers fired automatic weapons and grenade launchers at an Elbrus district police post. The post was manned by five policemen at the time of the incident, ...

Dear Citizens of KBR!

On Tuesday, November, 17th, 2009 at 12:00 on the afternoon on the Square of Abkhazia, Nalchik the meeting of Adygeyan people takes place.

On October, 31st KBR Parliament had approved in the second reading the bills, allocating five Balkarian settlements about 100 thousand hectares of the lands. Earlier Balkarian settlements of Chereksky, Cheghemsky and Elbrussky areas it has been allocated more than 330 thousand hectares of the lands, included territories of the nomadic animal industry, historically belonged to all the settlements of the republic. As a result 40 thousand Balkarian agricultural population have about 430 thousand hectares of the lands. It turns out that every Balkarian has 10 times more lands than one Adyg.

In connection with that all the actions of the Adygeyan organizations searching for reasonable compromise and a way-out from the situation developed in KBR in relation to the Federal law # 131, did not resulted with fair result, the Adygeyan public of KBR organize a meeting on November, 17th at 12 o'clock in the afternoon on the square of Abkhazia in Nalchik.

On November, 5th, 2009 a session of representatives of KBR authorities, the Balkarian public and coordination council of Adygeyan public organizations took place. KBR Parliament on October, 31st had approved in the second reading the bills, giving five Balkarian settlements more than 100 thousand hectares of land.
