Circassian public of KBR revealed rough infringements of rights of Aushiger, Zaraghij and Jemtal villages’ inhabitants
The wave of discontent connected with actions of KBR parliament and the authorities becomes serious. At the parliament session on October, 31st the deputies approved bills on the nomadic animal industry and changing of the borders of municipal formations that are striking the rights of a plenty of inhabitants of the republic and breaking the interethnic balance. After a meeting with the authorities clear to members of the conciliatory commission from among Adygeyan public organizations it became precisely that the authorities are not going to change or withdraw no one of those bills. So, the assistant to the head of KBR president administration Zalim Kashirokov declared: " Everything what we (authorities) had done, was correct, we cannot change anything any more". Misleading all the members of the conciliatory commission, Z.K. Kashirokov had been interfering for a long time with promotion of a fair bill of distribution of all the plateau pastures among villages of the republic as it was in the times of the collective farms. Such status quo suited all the inhabitants of KBR, allowing plane villages being engaged in the nomadic animal industry and developing agriculture.
Adygeyan public organizations of public movements "Khasa", "Worldwide Circassian Brotherhood", KBR social movement "Circassian Congress" stated their deep discontent with the decisions made at the session of the parliament on October, 31st. They demanded immediate dismissal of Z.K.Kashirokov guilty of the situation in the republic, and cancelling of the laws adopted since 2005, roughly breaking the federal legislation and infringing the interests of the majority of republic’s inhabitants. They declared the critical necessity of convocation of an extreme congress of Adygeyan people. After those statements public men started their own investigation of the "reform" led by the regional authorities for the last 4 years and revealed at once huge infringements and unfair registration of hundreds hectares.
For today for 41 thousand of Balkarian rural population there are 434 thousand hectares of land, i.e. on the average for one person - 10,6 hectares. While for 269 thousand of Kabardian rural population there are 350 thousand hectares, i.e. on one person on the average - 1,3 hectares, or 8,2 times less than in the territories of Balkarian municipal formations. Even in view of all the border stones, mountains and the frontier zone such serious misbalance between Adygeyan (Kabardian) and Balkarian villages in the parities of the quantity of agricultural population and quantity of the lands in the borders of their settlements, causes not just a public discontent, but a serious anger and desire to rough actions among inhabitants of the republic. Public men declare about their resoluteness in upholding the rights of KBR inhabitants, call people of the republic to show their civic position and to participate in a protest meeting in the middle of November. The exact date, time and place of such meeting would be informed after coordination with Nalchik city administration.
