Ingush minister shot dead at work

The construction minister of the volatile Russian republic of Ingushetia has been murdered, Russian news agencies report.

Ruslan Amerkhanov was shot dead in his office in the town of Magas, local officials told Itar-Tass news agency.

Attacks on government officials have become more common in the troubled, mainly Muslim North Caucasus republic.

In June, Ingushetia's President Yunus-Bek Yevkurov was seriously wounded in an assassination attempt.

The Ingush interior ministry said an unidentified gunman shot and killed Mr Amerkhanov at point-blank range in his office.

Ingushetia has seen escalating clashes between security forces and armed militants in the past year, similar to the violence that continues in neighbouring Chechnya.

Three employees of Russia's emergencies ministry were shot dead in Ingushetia ten days ago.

It has become known, that three inhabitants of vilayat Ingushetia, shot dead on August 2, were killed by terrorists from Russian GRU, sent from the city of Tyumen. 

As reported earlier byGuraba Wordpresswebsite, after the mass murder on August 2 of three inhabitants of Ingushetia, Muslims of Ghalghayche and relatives of the victims, started their own investigation of the crime, in the course of which it became known, that the killing of workers for the emergencies ministry, Ali Borov, Tagir Bataev and Isa Mutaliev, was not carried out by ORB-2 apostate “police” gang, as believed earlier, but by an execution squad of Russian GRU (military intelligence), which is executing Ingush people, who are on a list prepared by FSB (former KGB).

Two Young Ingush Fighters Surrender

Two young fighters have responded to the July 20 appeal by Ingushetian President Yunus-Bek Yevkurov to turn themselves in to the authorities. Yevkurov had called specifically on young people who were "blackmailed" into joining the Islamic resistance to lay down their arms. He assured them that they would not be punished if they did so, but warned at the same time that those who did not "come to their senses" would be hunted down and killed.

The two young men surrendered to police on July 31, and they and their parents subsequently met with Ingushetia's interior minister, Colonel Ruslan Meyriyev, and Prosecutor Yury Turygin. Meyriyev invited them both to join the police force; it is not clear whether they accepted that offer.

Ingushetia Plans To Beef Up Police Strength

The Ingushetian leadership has formally asked the Russian Interior Ministry to increase the manpower of the republic's police force by 50 percent, and to create additional sub-departments within the ministry, Ingushetian Prime Minister and acting President Rashid Gaysanov announced on July 21. He did not specify how many new sub-departments are envisaged, or what each one would do.

Gaysanov said Russian President Dmitry Medvedev expressed support for that proposal during their meeting last week near Sochi, and that he has also discussed it with Russian Interior Minister Rashid Nurgaliyev.

Nurgaliyev arrived in Magas late on July 22, reportedly to discuss counter-terrorism measures with Gaysanov.

Acting Ingushetian President Meets With Putin

Ingushetian Prime Minister and acting President Rashid Gaysanov met on July 27 in Moscow with Russian Prime Minister Vladimir Putin and briefed him on the political and economic situation in Ingushetia.

It was Gaysanov's first reported meeting with Putin since he took over the presidential duties last month following the car-bomb attack that failed to kill President Yunus-Bek Yevkurov. Russian President Dmitry Medvedev met with Gaysanov near Sochi two weeks ago.

Of all the federation subjects, Ingushetia is the most dependent on federal subsidies, which account for over 90 percent of annual budget spending. It also has one of the highest unemployment rates in Russia. Those problems have been compounded in recent years by the ongoing violence between the North Caucasus resistance and the police and security forces.
