Transfer of Suspected Militants to Moscow Points to Poor Intelligence on Insurgents

On April 27, the Kavkazsky Uzel (Caucasian Knot) website reported that suspected militants from Ingushetia were now being tortured at Lefortovo, one of the Moscow’s top security prisons. The website indicated that as many as ten suspected militants had been transferred to the FSB headquarters in Moscow. According to the relatives of the detainees, in the process of vigorous interrogation, some of them had their ribs broken. At the same time, the interrogators severely restricted lawyers’ access to the suspects. Moreover, a source close to the investigators told the website that suffocation, beatings and electric shocks were applied repeatedly to extract confessions from the suspects. According to the source, the threat of sexual assault and its public exposure were also used to make the detainees to plead guilty (www.kavkaz-uzel.ru/articles/168150).

Ingush Tycoon Seen as Remedy for the Regional Security and Economic Problems

On April 20, the Russian Investigative Committee announced that it was lifting criminal charges from the well-known Russian billionaire of Ingush descent, Mikhail Gutseriev. Ingushetia’s government welcomed the move and expressed its hope that Gutseriev would contribute to economic projects in the republic (Kommersant, April 24). The development fits into the strategy for economic development of the North Caucasus to stabilize a region that the Kremlin seems to have recently adopted, appointing an oligarch-friendly presidential envoy to the region, Aleksandr Khloponin.

Mikhail Gutseriev expeditiously left Russia in the summer of 2007 following his unsuccessful attempts to fend off Russian investigators who accused him of illegal business activities, tax evasion and money laundering. Gutseriev’s son, Chingizkhan, was reported to have died under suspicious circumstances in August 2007 and Gutseriev stated he was leaving ...

A female suicide bomber killed herself after shooting dead a policeman on Friday in Russia's North Caucasus region, where the Kremlin is struggling to contain an Islamist insurgency, police said.

Suicide bombers have killed more than 50 people and injured 100 in a series of attacks that began on March 29 when two young women exploded themselves on the Moscow metro.

Police said the woman, wearing a suicide belt, opened fire, wounding one policeman who later died. When police returned fire she blew herself up with the explosive device strapped to her body, officers at the scene told Reuters.

Dressed in a long denim skirt and black top, her body later lay badly mutilated in a pool of blood.

The shootout took place in the village of Ekazhevo in Ingushetia, where senior rebel leader Said Buryatskty was killed in a battle with security forces in early March.

I first met Akhmed Zakaev in February 2005 when he was President Maskhadov’s envoy and was taking part in talks, under the auspices of the European Union, with a group from the Soldiers’ Mothers’ Committee of Russia, who came to London to negotiate an end to the bloodshed in Chechnya. A Memorandum outlining a way forward was signed, but less than two weeks later Aslan Maskhadov was killed and the plan came to nothing.
