Of most importance here are two events, in Kondopoga (September 2006) and recently in Stavropol (May-early June 2007), which indicate a serious ethnic and, implicitly, social tension in Russia, recent improvements notwithstanding. The presence of tension is also indirectly indicated by Putin’s extreme reluctance to discuss revolutions, even those in the past, such as the February and October (Bolshevik) Revolutions of 1917, which took place exactly 90 years ago. According to the press service, a 19-year old Russian woman, Marina Poddubnaya, who had arrived in Estonia on a tourist visa was detained by police on July 1 when attempting to done a cape of the Second World War period to personify the Bronze Soldier. On the Estonian government’s decision, the monument was dismantled in late April and transferred to the Tallinn military cemetery from the garden on the Tynismaegi hill in downtown Tallinn. The Bronze Soldier was part of the monument to the Soviet liberator soldier who freed the city from the Nazi occupation. In his opinion, the investigation of the incident by the Joint Group created for the purpose after the shelling by General-Major Kattak, Chief Military Observer of the UN Mission in Georgia, was not complete: "The fact that they failed to define from where the shelling was conducted looks rather strange. They lacked either due access or competence, since it is possible to define the direction for sure."
