Russia's "highland customs"

By Usam Baysayev, special to Prague Watchdog

Samashki, Chechen Republic

The events in Ingushetia have once again raised a stir around the subject of highland customs – in this case, Chechen-Ingush ones. While among those who have been drawn into the discussion there are all kinds of would-be political analysts with only a superficial knowledge of the subject, the initiators of the debate have, of course, been the “natives” themselves. All week we have heard them talk about the need to combat the anti-government groupings which display these ritual behaviours. Although little attention has been focused on this, I can only assume that among the “customs” referred to they include the practice, now common in Chechnya, of burning the homes of insurgents, taking relatives hostage, compelling fathers and mothers publicly to repudiate their children, and when those children are killed, conducting a ...

Eurasia Daily Monitor: Can Kadyrov Deliver On His Vow To Crush Chechnya's Insurgency In Two Weeks?

Can Kadyrov Deliver on his Vow to Crush Chechnya's Insurgency in Two Weeks?

Chechen President Ramzan Kadyrov

In a nationally televised address on June 17, Chechen President Ramzan Kadyrov came down hard on Chechnya's law enforcement agencies for the inadequate results they showed in capturing the rebels (www.rusnovosti.ru, June 17). The Chechen president gave his top brass only two weeks to wipe out the insurgent forces that have been waging the unyielding war of resistance across the entire North Caucasus for the last ten years. Kadyrov made similar statements on several occasions in the past (www.kavkaz-uzel.ru, June 18). Yet his latest speech is no more likely to bring about results despite his ostensible confidence in his abilities to eradicate the resistance once and for all. With that goal in mind, he banned all law enforcement personnel from taking summer vacations (www.azerbaijan.kavkaz-uzel.ru, June 17) and ...

Nurgaliev: North Caucasus Violence Challenges the Authorities

Russian Interior Minister Rashid Nurgaliev

According to Kavkazsky Uzel, the number of terrorist acts, murders of law enforcement personnel and kidnappings has grown significantly in Chechnya since April 16, the day the federal authorities formally announced an end to the decade-long counter-terrorist operation in the republic. The website came to that conclusion in a report published yesterday, which it said was based on data from its own archives and other open sources. Meanwhile, Russian Interior Minister Rashid Nurgaliev has warned that recent high-profile rebel attacks in the North Caucasus pose a serious challenge to the authorities.

Kavkazsky Uzel noted that on April 20, just four days after the end of the counter-terrorism operation in Chechnya was announced, a new counter-terrorist operation regime was imposed in Chechnya's Itum-Kale and Vedeno districts. According to the website, on April ...

Ramzan Kadyrov and Ruslan Aushev Trade Barbs and Accusations

Ruslan Aushev

Fresh on the heels of his claim that President Dmitry Medvedev had ordered him to fight rebels in Ingushetia following the attempt on the life of Ingushetia's president, Yunus-Bek Yevkurov, Chechen President Ramzan Kadyrov made a surprise visit to Ingushetia on June 24.

"We will conduct our investigation in line with the law of the mountains and our revenge for Yunus-Bek Yevkurov will be ruthless," Kadyrov was quoted as saying in Ingushetia's capital, Magas, where he met acting Ingush president Rashid Gaisanov (Reuters, June 24).

At the same time, Kadyrov explicitly denied rumors rife in the Russian media that he would like to use the attack on Yevkurov as a pretext to take control of Ingushetia, possibly even through a formal merger of Chechnya and Ingushetia (EDM, June 24). "I want to express ...
