ILL-Gotten Gains Never Prosper 2-APR-2006 The news agencies reported today, the second of April, 2006, that the Culture Minister of the North Caucasus Republic of Kabardino-Balkaria was subjected to ethnically motivated attack in Moscow. "Unidentified people injured Kabardino-Balkaria Culture Minister Zaur Tutov at 21.30 Moscow time Saturday." He tried to protect children who had been leaving a local "house of culture" following a dancing training session Moscow prosecutors said, that they had opened investigation into the incident, and added that Mr. Tutov had arrived to hospital an hour later with a cheekbone fracture and other injuries, and was still in the hospital. The Kabardino-Balkaria president's press service said Tutov, also a famed baritone, had been attacked by 15 people who had shouted "Russia for Russians". Dniester region to hold referendum on independence 31.03.2006, 17.50 TIRASPOL, March 31 (Itar-Tass) - Moldova's breakaway Dniester region will hold a referendum on independence, and let international observers monitor it, said a declaration adopted by the 6th extraordinary congress of the deputies of all levels. The congress took place in Tiraspol on Friday. It addressed the parliaments of Russia and Ukraine with the request to initiate the recognition of independence of the Dniester region. The deputies also urged Russia to boost the peacekeeping contingent in the region in connection with the tensions that developed after Kiev imposed a new customs regime on the Dniester stretch of the Moldova-Ukrainian border. "Russian President Vladimir Putin raised a number of fundamental energy challenges in his Feb. 28 editorial feature 'Lighting the Way'. Somehow Mr. Putin's article reminded me of speeches of former Soviet leaders, when peace was praised but in reality preparations for war were made. Russia's recent actions against Ukraine, Moldova and Georgia have made absolutely clear that Moscow has decided to use energy deliveries as a political weapon. ...We can treat Mr. Putin's words as a cynical ploy."
