CAN RUSSIA, EU AGREE ON CHECHNYA?

MOSCOW (RIA Novosti political commentator Vladimir Simonov) - Chechnya seems to have ceased to be the apple of discord in Russia-EU relations. In the past, the EU accused Moscow of human rights abuses in Chechnya, while the Kremlin said the EU used double standards, dividing international terrorists into bad (those who threatened the West) and good (those who operated in Chechnya).

This useless political dispute has given way now to a serious discussion of what united Europe could do to assist the economic and social reconstruction of Chechnya, which has been damaged by ten years of war.

Georgian parliament speaker Nino Burdjanadze is visiting Brussels to meet with the EU External Affairs Commissioner Benita Ferrero Waldner and the bloc´s foreign policy chief, Javier Solana.

Burdjanadze is lobbying for an EU led border observation mission to replace an OSCE mission that has been vetoed by Russia.

In an interview with RFE/RL, Burdjanadze said that Tiflis also wants the EU to put pressure on Russia to withdraw its bases from Georgia ...

We joined the participants of the March of Peace at 10 o'clock in the morning by French time. By the moment of our reunion, the participants had overcome the distance up to the city Metz and had gone twenty more kilometers up to city Nancy.

It is the 19-th day from the beginning of the March of Peace, which has started from Paris and moves ahead in the direction of Strasbourg . The mood of participants of the March is fervent, the quantity of participants increases more and more. On the 9th of April, new participants, who had specially arrived to support us, joined the March.

Three and a half years ago, International Islamic Scientific Organization in Mekka, at last, defined the term “terrorism”.

The term “terrorism”, now from scientific point of view, is defined as an action to which are related all “acts of aggression committed in violation of the law by separate persons, groups as well as states against a person, including attempts on his religion, life, intellectual achievements, property and dignity. Any act of violence or threat of its use, directed at intimidation of people or threatening their lives and security also is an act of terrorism, the same as committing a murder or an act of violence”.

Russia disagrees with Strasbourg ruling on Chechens case

Pavel Laptev, Russia’s special envoy to the European Human Rights Court, intends to appeal against the decision of this court on the action brought by a group of Chechens against Georgia and Russia.

«In terms of its subjectivity, political motivation and commitment to double standards, this decision has gone far further than all the other famous rulings of the European Court in relation to the Russian Federation," Laptev believes.

The European Human Rights Court has partially fulfilled the claim filed by the group of Chechens against Georgia and Russia.

According to the written decision that was circulated on Tuesday by the Strasbourg HQs of the court, complaints from 13 people had been considered within the case of «Shamayev and others against Georgia and Russia."

According to the files of the case, all the plaintiffs are ethnic Chechens and are either Russian or Georgian citizens.
