Staunton, October 27 – The Moscow media are having a field day with the declaration by Dukvakha Abdurakhmanov, speaker of the Chechen parliament, that his republic will deliver more than 100 percent of the vote to the ruling United Russia Party if it should require that to win elections. Most Russian commentators are treating this story as little more than latest extravagance of the Chechens, following as it does close on the heels of Ramzan Kadyrov’s call for Vladimir Putin to return to the Russian presidency in 2012 and remain in that office forever. But in fact, it has a more serious and sinister side, one that highlights the degradation of Russian elections. In Soviet times, officials routinely reported that 99.9 percent of the electorate had ... >> full

"Caucasus Is The Foothold Of Russia"
Published 23 October, 2010, 12:20 The deputy head of the Russian President’s administration, Vladislav Surkov, has spoken about the significance of the Caucasus for Russia during his visit to the Chechen Republic. Russia’s government has no doubts about the Caucasus being an indispensable part of the country, he said at a meeting with some of the republic’s youth. "The Caucasus is the foothold, the fundament of Russia,” Surkov claimed. "Not only metaphorically, but also literally. It’s a rock that Russia stands on – it’s the country’s ground.” The presidential administration’s deputy head said there are still some people in the country that ask whether or not Russia needs the region. "There is some speculation like this – let’s not pretend it doesn’t exist,” he professed. "But I claim with full responsibility that President Dmitry Medvedev and Prime Minister Vladimir Putin have never doubted the unity and integrity of Russian State.” "Everybody should know that the Caucasus were ...

Staunton, October 17 – Russian census workers in many cases are refusing to record as "Siberians” those who declare that as their identity, even though "Siberian” is listed as one of the possible identities in the official protocols and even though Rosstat head Aleksandr Surinov had promised there would be no problems in that regard. But now, only three days into the 2010 census, violations of the rights of residents of Siberia to make that declaration have been so frequent and their complaints so vocal that Surinov has been forced to promise that he will look into the matter and ensure that the identities people declare are properly recorded. Unfortunately, many of those affected are unlikely to be convinced that either he or anyone else in the Russian Federation statistical administration is really interested in ensuring ... >> full

Georgia visa-free regime for N Caucasus to destabilise situation
14.10.2010, 17.16
| MOSCOW, October 14 (Itar-Tass) - The introduction by Georgia of a visa-free regime for North Caucasian republics was prompted by Tbilisi’s desire to destabilise the situation in the region, said the Russian Foreign Ministry on Thursday. "The decision by Georgian authorities to announce unilateral introduction of a visa-free regime for Russian citizens, living in some North Caucasian republics, cannot be assessed otherwise but as a provocation,” the ministry emphasised. "The attempt, as it is, to divide Russian population into various categories runs counter to the norms of civilised interstate relations.” "This move is also closely linked with Tbilisi’s stubborn desire to destabilise the situation in the North Caucasus and to divert attention from the destructive policy of the Georgian leadership against South Ossetia and Abkhazia,” the ministry believes. "Moscow consistently crusades for good-neighbourly relations in the Caucasus, for ensuring here a normal and quiet life, ... | >> full

Staunton, October 14 – Russians living in Stavropol kray were not happy when their region was included in the North Caucasus Federal District when that administrative unit was reformed earlier this year, and this week, they have launched an online petition campaign in order to pressure Moscow to shift their land to the Southern Federal District. Since being posted on the web four days ago, the 220-word appeal has attracted more than 6700 signatures, although a significant fraction of them are not of Stavropol residents but rather Muscovites or at least ethnic Russians from other parts of the Russian Federation (www.rus-obr.ru/days/8164). According to the appeal, Stavropol residents have suffered in a variety of ways since their predominantly ethnic Russian region was combined with the North Caucasus in this way. The number of non-Russian migrants has ... >> full
