Georgia Rules 19th-Century Caucasus Killings Were Genocide

May 20 (Bloomberg) -- Georgian lawmakers voted today to recognize the 19th-century killing and deportation of North Caucasus natives by Tsarist Russia as genocide, becoming the first country to do so, parliament member Giorgi Gabashvili said.

Georgia says Circassians, the indigenous peoples of the Northwest Caucasus, were murdered and exiled as Russian forces took over the region in the Caucasus War between 1817 and 1864. While Russia hasn't apologized for what happened, former president Boris Yelstin called the events tragic in 1994.

Georgia's parliament unanimously approved the "historic" decision at a vote attended by members of the Circassia community in Tbilisi, Gabashvili told reporters. While the move may anger Russia, it should accept the decision "in a civilized manner," he added.

TBILISI, Georgia — The Georgian Parliament voted Friday to recognize the 19th-century killings and deportations of ethnic Circassians by czarist Russia as genocide, a move that is likely to inflame tensions between the two countries.

Moscow is extraordinarily sensitive to any anti-Russian movements in the North Caucasus, a region on Russia’s southern border where it has been battling insurgents since the collapse of the Soviet Union. The declaration may also strengthen calls for a boycott of the 2014 Winter Olympics in Sochi, Russia, which the Circassians consider part of their homeland.

Georgia Recognizes Circassian Genocide

In a jab at Moscow, Georgia on May 20 became the first country to recognize as genocide Tsarist Russia’s massive slaughter of ethnic Circassians in the mid-19th century. The decision constitutes part of Tbilisi’s ongoing argument that the Caucasus is a region where Russia comes as an outsider, not as a native with the right to rule. On a more tactical level, the vote is widely perceived as an attempt to even the score with Moscow for its recognition of breakaway Abkhazia and South Ossetia as independent states.

By Strong Majority, the Parliament of Georgia Recognizes the Circassian Genocide

Based on the recommendation of the Parliament of Georgia's Committees on DIASPORA AND CAUCASUS ISSUES, HUMAN RIGHTS AND CIVIL INTEGRATION, EDUCATION, SCIENCE AND CULTURE, and LEGAL ISSUES, the Parliament of Georgia, during its session held on date 20, May, 2011, in the capital city of Tbilisi, has recognized the Circassian Genocide by a strong majority.

The draft presented from the committees has passed through voting in the parliament and became a Resolution by a strong majority, with the majority of heads of committees and Members of Parliament both the majority and the opposition who spoke during the session had shown strong and sincere support for recognizing the Circassian Genocide and the hostilities that this nation from the North Caucasus had been subjected to.
