Public discourse in Dagestan is currently dominated by the subject of two anniversaries: last year's occupation of Georgian territory by Russian troops in August 2008, and the tenth anniversary of the rebel incursion into the Dagestani village of Botlikh led by Bagauddin Kebedov, then-Amir of Dagestan and head of the Salafi-inspired underground radical Islamic movement in the North Caucasus. Kebedov's troops were supported by the Chechen insurgency forces under Shamil Basayev's command. Ten years after the incursion, ten percent of surveyed Russians believed that these events served the interests of the United States; 33 percent described them as a reshuffling of power among the Chechen field commanders, and 25 percent blamed it on a conspiracy of Western intelligence services working to break North Caucasus away from Russia (www.wciom.ru, August 6).
In the four weeks since Daghestan Security Council Chairman Ali Magomedov was named
to head the republic's Interior Ministry, 16 police officers have been
killed in 10 separate militant attacks in five towns or regions.
By
comparison, the death toll among Interior Ministry personnel during the
first six months of this year was around 30, the most prominent victim
being Magomedov's predecessor as minister, Adilgirey Magomedtagirov.
Daghestan's
Shariat jamaat has in the past sought to avoid civilian casualties. But
on August 13, unidentified militants shot dead seven prostitutes
employed at a sauna-cum-bordello in the town of Buynaksk, southwest of
Makhachkala. The upsurge in violence, coinciding as it does with a
series of official events to commemorate the successful repulsion of
successive incursions into Daghestan 10 years ago ...

Vienna, August 16 – The failure of corrupt officials in Daghestan to enforce Russian laws have opened the way for militants to enforce Islamic shariat law, a unilateral -- and from the point of view of the state illegal -- action that is attracting the support of many people in that North Caucasus republic, according to a leading Makhachkala editor. And it is that trend, Nadira Isayaeva of “Chernovik” says, that helps to explain last Thursday’s violent attacks in Buinaksk against a militia post and nearby sauna (which many people there believe is a militia-protected place of prostitution) that claimed 11 lives and attracted attention far beyond Daghestan (www.kavkaz-uzel.ru/articles/157992). “When the population, including representatives of the [Muslim] Spiritual Directorate [MSD] of Daghestan appealed to the authorities and raised the question of doing something ...
