Vienna, April 23 – In order to prevent the situation in his North Caucasus republic from spinning out of control, Mukhu Aliyev, the president of Daghestan, is preparing amendments to the election law that will reverse Vladimir Putin’s plans and allow Makhachkala to allocate positions in the government according to a system of ethnic quotas.
For most of Soviet and post-Soviet times, Moscow permitted Daghestan to reserve particular positions in that republic’s executive and legislative branches for representatives of particular ethnic groups, an arrangement that preserved balance and largely kept the peace in that most multi-ethnic of regions.

Vienna, April 25 – A Muslim newspaper in Daghestan is marking its 15th anniversary, an event that calls into question the assertions of many specialists in Moscow and the West that the Muslim media in the Russian Federation consists of small-tirage publications by individual congregations or sites on the Internet.
The newspaper, “As-Salaam,” was launched in April 1994 on the basis of the media law adopted by the USSR Supreme Soviet in 1990 and with the support of both the republic’s Muslim spiritual directorate (MSD) and the Way Foundation, a charitable group based in Makhachkala (www.assalam.ru/assalam2009/332/02-s.shtml).

Prosecutor's Office gives no data about resident of Dagestan Zagirov kidnapped by power agents

The Prosecutor's Office refused to provide any data to human rights activists about Yusup Zagirov, who was kidnapped in Dagestan on April 5 by unidentified power agents. On April 8 the Human Rights Centre "Memorial" was informed about this kidnapping by Yusup's brother Omar Zagirov.

Three suspected militants killed in south Russia

14/04/2009 09:24 MAKHACHKALA, April 14 (RIA Novosti) - Three suspected militants were killed in Daghestan in a shootout with police, the Russian North Caucasus republic's Interior Ministry said on Tuesday.

The shooting occurred in the town of Khasavyurt bordering Chechnya late on Monday, when police tried to stop a suspicious car.

"Police managed to make the car stop following a chase," the ministry said. "Three men inside opened fire. Police officers returned fire killing them."

The ministry said they were trying to establish the identity of the dead men.

Daghestan and Russia's other North Caucasus regions have been plagued by violence linked to separatists based in Chechnya, a police crackdown on Islamic radicals, criminality and clan disputes.
