Daghestan Police Ask Medvedev To Fire Top Investigator
Investigative Committee chief Aleksandr Bastrykin called for all North Caucasus residents to be fingerprinted.

The independent trade union of Interior Ministry and prosecutor's office employees in Daghestan has addressed a written request
to Russian President Dmitry Medvedev and to Federation Council Chairman
Sergei Mironov to fire Aleksandr Bastrykin, head of the Investigative
Committee of the federal Prosecutor-General's Office. Their
rationale for that demand, as explained by the union's chairman,
Magomed Shamilov, to Caucasus Knot, was the proposal Bastrykin floated
last week at a meeting of top prosecutor's office staff that Medvedev
attended, to create a database containing the fingerprints of the
entire North Caucasus population. Russian human rights activists immediately condemned
that proposal as discriminatory; Chechen Republic human rights
ombudsman Nurdi Nukhadjiyev termed it anticonstitutional and a

Magomedsalam Magomedov was formally inaugurated on February 20 as
president of Daghestan, four years to the day after his father
Magomedali relinquished that post. Since
Russian President Dmitry Medvedev proposed his presidential candidacy
on February 8, the younger Magomedov has repeatedly stressed his
commitment to promoting "the consolidation of society", presumably
meaning in the first instance, although he did not say so explicitly, harmony between the various ethnic groups. Whether and how he can deliver on that pledge remains to be seen. For
the past three months, there has been intense speculation about whether
Medvedev would name outgoing President Mukhu Aliyev to serve a second
term, and if not, which of the other four candidates on the short list

Five Arrested In Killing Of Daghestan's Interior Minister
Adilgirey Magomedtagirov was the target for two previous assassination attempts.

The arrest was announced
on February 24 of five men suspected of plotting and perpetrating the
killing in June 2009 of Daghestan's interior minister, Lieutenant
General Adilgirey Magomedtagirov. The suspects, from Daghestan's
Botlikh Raion, are all current or former employees of the armed forces
or law enforcement organs, according to the Russian daily " Kommersant."
But the paper quoted relatives as saying that all five have cast-iron
alibis for the day of the killing. They have been taken to Vladikavkaz,
the capital of North Ossetia, where at least one of them has reportedly
been subjected to torture to force him to confess to the murder. Magomedtagirov
was an Avar, as was then-President Mukhu Aliyev, whom Magomedtagirov

Reports Of Torture Trigger Protests In Daghestan

MAKHACHKALA, Daghestan -- Police today began detaining the leaders of
people protesting the reported torture of five murder suspects in
Makhachkala, the capital of Daghestan, RFE/RL's North Caucasus Service
reports.
Between
500-1,000 people participated in a 17-hour demonstration in Makhachkala
on March 1 to protest reports that five suspects in the June 2009
murder of Daghestan's interior minister, Lieutenant General Adilgirey
Magomedtagirov, were subjected to torture so that they would confess to
the murder.
The protesters dispersed after Gadzhi Makhachev,
Daghestan's representative in the Russian government, assured them he
would look into the reports and ensure that the men were not mistreated.
But the demonstration resumed early today.
Vladimir
Markin, an investigator in the Russian Prosecutor-General's Office,
denied on March 1 that the detained men were being mistreated during
the investigation.

Son of Former President of Dagestan Named to Head the RepublicPublication: Eurasia Daily Monitor March 1, 2010 Dagestan’s new president-elect, Magomedsalam Magomedov, is the son of the republic’s former leader, Magomedali Magomedov. The younger Magomedov became the head of Dagestan’s parliament after Mukhu Aliev was elected the republic’s president in 2006 (www.runewsweek.ru, February 10). It is difficult to determine if this was coincidental, but the candidacy of Aliev, proposed by the then President Vladimir Putin five years ago, was recently rejected by President Dmitry Medvedev. Putin was not satisfied with the performance of the father of the current president of Dagestan. For this reason he pensioned him off, replacing Magamedov with his protégé Mukhu Aliev.
Steadily, Putin’s former aides are being replaced by new people who cannot be called members of his team. Only time will tell whether this is a coincidence, or if Medvedev is really creating his own team, given ... >> full
