Authorities of Khasavyurt, Dagestan, formed a committee for reconciliation

On April, 3, Saigidpasha Umakhanov, Head of Khasavyurt, signed an enactment of forming a reconciliation committee for solving conflict situations, arguments and reconciliation of parties. In addition to solving questions of adaptation of persons who decided to stop terrorist activities, the committee will deal with prevention of blood feud, domestic conflicts and kidnapping.  

Officials of municipal administration and heads of law enforcement bodies of Khasavyurt entered the committee. Its chairman is Arslan Arslanov, Head of Khasavyurt Administration.

"Suppose that someone committed a murder. Law enforcement bodies must act strictly within the law. The prosecutor will not go and ask the victim's brother not to take vengeance but members of the committee can do it. The committee will pay much attention to Dagestani masliiat in order to disallow further bloodshed", Sulaiman Uladiev, a well-known public person acting as Head of Municipality of Khasavyurt, commented on enactment of forming the committee for "Caucasian Knot" correspondent. 

"Masliiat" is an Arabic word which is translated as "reconciliation, common benefit, mutually advantageous action"

Sulaiman Uladiev told a correspondent of "Caucasian Knot" that the committee under Khasavyurt Administration would not only deal with problems of adaptation of persons who decided to stop terrorist activities though much attention would be paid to this sphere.

"The committee has more functions than that, they include land and ethnic conflicts, murders, kidnapping of girls, domestic scuffles. In particular, mass scuffles, as we recently observed in Karabdudakhkent, do not break out all of a sudden, they are processes with rather a long-term history but nobody is studying the problem. If such a committee had functioned there would be no collisions of one crowd with another", Uladiev thinks. 

According to what Rasul Kadiev, lawyer, member of the work team of republican Committee for adaptation of persons who decided to stop terrorist activities, said to a correspondent of "Caucasian Knot", this step practically means enactment of masliiat at the official level and acknowledgment of the fact that local authorities must take part in protection of public security by means of assisting the citizens in solving their conflicts. 

"I think the community of judges should be grateful if the committee starts working efficiently as it will allow to reduce the workload of the courts significantly", Rasul Kadiev says. 

Besides, he suggests to "start organizing reconciliation services at schools of Khasavyurt where children will learn how to solve their conflicts on their own, the way this is done in other districts of Russia".
