In Dagestan, former head of Kayakent District suspected of excess of power

Oct 07 2010, 23:10

After the prosecutor's check in relation to Nariman Abdurazakov, former head of the Kayakent District of Dagestan, a criminal case was opened. He is suspected of excess of power.

The check conducted by the Prosecutor's Office of the Kayakent District dealt with the observance of land legislation by this municipal formation. The check revealed serious violations by the administration of the Kayakent District.

As reported by the Prosecutor's Office, reliable facts have been obtained that after 2008 Nariman Abdurazakov, administration head of the Kayakent District, issued decisions, in violation of the land legislation, about granting land plots on the free-of-charge basis to 44 citizens for individual housing construction.

"These plots are located on the shore of the Caspian Sea in the specially protected area and are in federal ownership. The use of these lands for other purposes is restricted or prohibited," said the prosecutor.

Nariman Abdurazakov is charged under part 2, Article 286 of the Criminal Code (excess of power). Now he is under recognizance not to leave. The maximum penalty under this article is seven years of imprisonment.

Nariman Abdurazakov was unavailable for comments.

Apart from Nariman Abdurazakov, similar charges were brought against the head of the department of architecture and capital construction of the Kayakent District, head of the "Rosnedvizhimost" (Russian Real Estate Agency) in the district and former head of the division for managing municipal property.
