"Dagestan Airlines" in the lead in RF by number of delayed flights

The Federal Agency of Air Transport ("Rosaviatsiya") has published a list of national airlines, notable for their delayed flights in 2008. Among the leaders - the "Dagestan Airlines".
Last year, this airline delayed 463 out of its 2869 flights, or 16 percent.
"Those guilty of delays are both the airlines and the airports," "Rosaviatsiya" reports. "Often airports confirm slots to airlines without accounting for their capacity to properly service and let aircrafts out; they also disregard the throughput of air traffic management objects."
According to "Rosaviatsiya", the main reasons of delays announced by airlines were problems with aircrafts, absence of a reserve one for substitution and "decisions of airline top managers".
