Having been tipped off about the whereabouts of several members of the armed resistance in Dagestan, the republican security services identified their location on July 21. Special units of the FSB (Federal Security Service) and the Interior Ministry blocked the suspected rebels in a four-story, two-entrance apartment block on Sulakskaya Street in the town of Semender, a Makhachkala suburb. The house’s owner and his spouse were allowed to leave their home after negotiations with the security services. According to sources in the security services, the rebels responded to an offer to surrender by firing chaotically and were quickly killed by return fire. Those who follow developments in Dagestan cannot fail to notice that the republican leadership, in dealing with the militants, is trying to adopt the experience of neighboring Chechnya. The Dagestani authorities are setting up ethnic-based units along the lines of the Chechen Zapad and Vostok battalions (http://www.currentintelligence.net/agenda/2010/8/16/arming-the-tribes-in-daghestan.html), hosting additional police and military forces (www.echomsk.spb.ru/news/kriminal/v-dagestan-perebrasyvayut-voyska.html), establishing operative groups (http://rod-ru.org/news1307/) and creating a commission adapting former militants to civilian life.
So far, none of the instruments adapted from Chechnya has had any effect on the situation in Dagestan. Even the commission for rehabilitating militants has received only 37 repentant rebels in over the one and a half years of its existence. On July 7, in the capital of Dagestan, Makhachkala, the Council of Kumyk Elders gathered for an extraordinary meeting, which focused on issues of land redistribution in the republic. In order to make their voice heard, the Kumyks asked President Vladimir Putin to include an ethnic Kumyk on the recently created presidential Nationalities Council. Earlier, on June 1, the president of Dagestan, Magomedsalam Magomedov, cited land privatization as one of his government’s priorities. This alarmed ethnic Kumyks in Dagestan, who fear losing their position to other ethnicities in the republic. As of July 11, 20 people had already been killed or wounded in insurgency-related violence in Dagestan since the beginning of the month. The total number of casualties in the whole of the North Caucasus in the same period was 26 (www.kavkaz-uzel.ru/articles/209480/). Out of the 20 casualties reported in Dagestan, 17 were killed (three police officers and 14 suspected rebels). These figures are very high even for a region as unstable as Dagestan. Whether this spike in casualties in the republic is connected to the recent redeployment of the Interior Ministry troops from Chechnya to Dagestan (http://kavkasia.net/Russia/2012/1341707147.php) is not yet clear, given that the pattern of special operations is not yet discernible. On March 18, Russia’s Interior Ministry officially confirmed a massive relocation of ministry troops from Chechnya to Dagestan. The official reason given for the movement of the troops was to "stabilize” the situation in Dagestan. A temporary command was set up in Dagestan to coordinate the Interior Ministry troops in the republic. The troops will be stationed in the most volatile districts of both the mountains and the lowlands of the republic (http://guskfo.ru/sluzhby/vogoip/316-policiya-beret-kurs-na-dagestan.html, March 18).
Citing a source in Chechnya’s law enforcement agencies, the Kavkazsky Uzel (Caucasian Knot) website reported that an estimated 20,000 servicemen (roughly the size of the entire Georgian army) were being redeployed to Dagestan.
