From: MSN NicknameEagle_wng (Original Message) Sent: 9/28/2007 7:24 PM Snipers, poverty and poor roads, but is this the next tourist haven? After years of war, republic sees a new future as Russia's answer to Switzerland Tom Parfitt in Shatoy Saturday September 29, 2007 Guardian Black and ragged at the edges, the stain on the passenger window of Khasukha Demilkhanov's Volga saloon looks like a huge blot of ink. "Ah, that," he said. "Yes, the car is armour-plated. That's where a bullet hit the window. It stopped it, actually. Not bad, eh?" High in the hills of Shatoy region in southern Chechnya, assassination is a real threat for Mr Demilkhanov, 47, the head of the local government. Beyond Shatoy village heavily armed militants occupy the forested glens that climb to the border with Georgia. Last year his younger brother, another pro-Moscow official, was shot dead in his car by a rebel sniper. Buildings destroyed in fighting, terrible poverty and ... >> full

By C. J. CHIVERS Published: September 30, 2007 GROZNY, Russia — In the evenings, unexpected sights appear in this city, which less than two years ago seemed beyond saving and repair. Skip to next paragraph Enlarge This Image Shakh Aivazov/Associated Press Grozny in 1995. Women stroll on sidewalks that did not exist last year. Teenagers cluster under newly installed street lights, chatting on cellphones. At a street corner, young men gather to race cars on a freshly paved road — a scene, considering that this is the capital of Chechnya, that feels out of place and from another time. Throughout the city, local officials, most of them former rebels who waged a nationalist Islamic insurgency against Russia, lounge in cafes, assault rifles idled beside them. From: MSN NicknameEagle_wng (Original Message) Sent: 9/21/2007 9:31 PM Doku Umarov's attempts to rebuild his foundations Publication time: 20 September 2007, 22:01 A noticeable rise in insurgent activity has been observed during the summer of 2007. A link may exist with the recent policies of the Chechen leader, Doku Umarov, who has made new leadership appointments within the resistance movement. This approach was not only militarily successful, but also politically beneficial for the Chechen leadership. The Chechen command was always extremely interested in widening the theater of operations to areas outside of Chechnya and worked hard to coordinate the actions of the various ethnic divisions ... >> full
