From Byzantium To Grozny -- Russia's U-Turn Toward Zakayev

It is not for nothing that Russia considers itself to be the successor
and spiritual heir to the Byzantine Empire. Just like the long-vanished
realm on the shores of the Bosporus, Russia straddles Europe and Asia,
and its culture, political tradition, and way of life reflect both
influences.
Ordered
in mysterious ways, both Byzantium and then Russia engaged in politics
that were viewed by others as opaque, duplicitous, and hypocritical. In
their heyday, they exerted real influence on the world stage, but their
disastrous decline was precipitated not so much by external pressures
or infighting among the ruling class as by their excessive fondness for
dogma, and their inability to evolve and embrace change.

Chechen official, exile agree to hold world congress of Chechens in 2009 RIA-NovostiMoscow, 13 August: Chechen speaker Dukuvakha Abdurakhmanov and separatist emissary Akhmed Zakayev have agreed to hold a world congress of the Chechen people, aimed at developing decisions to settle the situation in the republic which are legitimate for Chechen society. Furthermore, the forum may be held in 2009. Chechen President Ramzan Kadyrov has already approved the holding of the congress, where it is proposed that both delegates from Chechnya itself and representatives of the Chechen diaspora around the world will participate. For his part, Zakayev believes that the position of the Chechen leadership was developed "not without coordination with the Russian leadership". In this regard, he expressed the hope that the congress would be successful. Vienna, August 14 – Even as Moscow lawyers for Ramzan Kadyrov press ahead with his suit against Memorial for suggesting the Chechen president was behind Natalya Estemirova’s murder, one of Kadyrov’s closest political allies is charging that rights activists in the republic are “helping” the militants and must be punished for that. Such statements, the thuggish behavior of Kadyrov and his regime against all his opponents, and new reports that human rights activist Zarema Sadulayeva was tortured before she was killed have created a climate in which, as even Russian prosecutors acknowledge, people in Chechnya are afraid to come forward with evidence in these cases. ABDURAKHMANOV AND ZAKAEV: TALKS IN LONDON
Following groundbreaking talks in Oslo last month, the Chechnya
Peace Forum has mediated the latest dialogue between Dukhvakha
Abdurakhmanov (Representative of the Russian authorities in Moscow)
and Akhmed Zakaev (Prime Minister of the Maskhadov continuation
government). Taking place in London, these are the most recent of
meetings between both sides, forming part of the first
consultations in nine years to resolve the conflict in Chechnya.
Commenting on the talks in London Dukhvakha Abdurakhmanov, (Representative of the Russian authorities in Moscow) said: "The
objectives of my meetings and official dialogue with Akhmed Zakaev are
to strengthen political stability with the ultimate goal of
consolidating the Chechen nation.
"As a result of our consultations in London we are united in calling on
the independent World Chechen Congress to progress these discussions
and take the process forward."

New Hope for Peace in Chechnya 13 August 2009 By Ivar Amundsen In a groundbreaking move to resolve the ongoing conflict in Chechnya, the Chechnya Peace Forum has mediated the first talks in nine years to
seek lasting political stability in the region. Last month, Akhmed Zakayev, the exiled prime minister of the unrecognized Chechen Republic of Ichkeria, and Dukvakha Abdurakhmanov, the speaker of Chechnya’s parliament, met in Oslo and spoke for the first time in public about
their negotiations.
Continuing these discussions behind closed doors, the most recent meeting between both sides took place Wednesday in London. As a direct result of these talks, a commitment to convene the World Chechen Congress was announced.
As the mediator and host of these talks, I am delighted with these landmark developments. Both parties in these Russian-Chechen consultations have taken an important step toward transforming the geopolitical landscape. This process can have a radical impact on both
