GROZNY, August 10 (Itar-Tass) - Chechen Prime Minister Ramzan Kadyrov has expressed the view that it is necessary to allocate 18.2 billion roubles to the republic in 2007 within the framework of the federal target-oriented programme for the republic’s restoration, the prime minister’s press service told Itar-Tass on Thursday.

According to Kadyrov, the republican builders using their own and loaned funds have restored 500,000 square metres of municipal housing, 103 kilometres of inner city roads, 54 kilometres of water supply networks, put into operation 14 schools, 11 hospitals, 10 sports facilities, over 200 kilometres of gas pipeline, over 100 kilometres of electric power transmission lines and 150 kilometres of rural roads.

MOSCOW, August 9 (Itar-Tass) -- Russian President Vladimir Putin signed the decree obliging the Interior Ministry and Defence Ministry before December 15, 2006 to present in the specified procedure the proposals for reorganizing the joint group of forces, envisaging the possibility of stage-by-stage withdrawal in 2007-2008 of units of troops of the Interior Ministry and Armed Forces of the Russian Federation temporarily deployed in the Chechen Republic.

Commenting on the presidential decree, the Kremlin press service stressed that this refers to the possibility of stage-by-stage withdrawal in 2007-2008 precisely of units of troops of the Interior Ministry and Armed Forces deployed in Chechnya on a temporary basis. This provision of the decree does not apply to units permanently stationed in the republic, the press service stressed.

What can be done for Chechnya?

Although the Putin-led Russian government today seemingly has control over Chechnya, compared to the 1990s, the region remains a source of potential instability.

Chechnya is Russia’s black hole, for its democracy and budget. Moscow’s budget is not very much affected, thanks to its rich treasury fed by oil and natural gas exports.

Putting all aside, this crisis has deprived thousands of people of the basic needs and dragged them to despair. It is a ticking time bomb. This is because these trapped and small-sized groups hold an asymmetric war card, though such an alternative is morally unjustified. Therefore, defeating an enemy on the battlefield does not necessarily mean you have won the war and have surmounted the crisis. In fact, Russian people have suffered great tragedies owing to the Chechen crisis.
