Chechenia - a subject of International law

The history of Chechen-Ingushetia is decades of bloody struggle of freedom-loving peoples against colonizers (A.Avtorhanov, a political scientist ).

Historical development of the Caucasian peoples and their struggle for independence of the last four centuries confirms that the main reason of tragedies and troubles of the peoples of the Caucasus is caused with presence of Russian colonizers in the Caucasus .

Russian colonial-aggressive politics has always been directed at the conquest of the Caucasian peoples and capture of their natural resources, especially, from Chechens. From the very beginning of the Russian colonial policy (the so-called policy of "collecting of Russian lands”) some Caucasian peoples, as well as many tens of other peoples, who turned out to be on the way of the barbarous revelry of Russian conquerors, stopped existing as ethnos ( Ubyhs , for example). “About the head of the Administration of the President of the ChRI”

In the name of Allah, Gracious and Merciful!

On the basis of the Law of the ChRI “About the President of the Chechen Republic Ichkeria”, with a view of providing of efficiency of the activity of the President Administration, transferred to the operating mode in conditions of the martial law,

I DECREE:

Chechen analytics remark the significant advances which have taken place for the short period of ruling of the new Chechen President, namely after the creation of the Caucasian front which was accomplished by him...

As it became known, on 7th and 8th August, in one of the settlements of Urus-Martanovski area, the President of Chechen Republic Abdul-Halim Sadulaev has held the meeting with commanders of the divisions, recently created by him Caucasian front.

At meeting, the decisions concerning the fall-winter period of military and diversive actions in the territory of Northern Caucasus were accepted and authorized.

Questions of communication, medicine and coordination of actions were discussed.

The reports of field commanders on questions of maintenance of their divisions by all necessity for conducting fighting and diversive actions were heard.

A tribute to Mujahideen-The unknown Heroes

Just before we start on interpretation of the belief about “Mujahideen” and “Martyrs”, it is prerequisite to quote a couple of verses from the Holy Quran which speak highly about the martyrs’ position in Islam, awarding them a very revered status.

According to the Revered Quran, Chapter number III, verse 169 states:

“Think not of those who are slain in Allah’s way as dead. Nay, they live,

Finding their sustenance

In the Presence of their Lord;

Chapter number III, verse 170 states:

They rejoice in the Bounty

Provided by Allah:

And with regard to those

Left behind, who have not

Yet joined them (in their bliss),

The (Martyrs) glory in the fact

That on them is no fear,

Nor have they (cause to) grieve.

A martyr is a person, who suffers for a cause that is by all virtues a righteous one, distinctly in the way of the Almighty.

CHECHEN PRESIDENT DISMISSES PARLIAMENT-IN-EXILE

Abdul-Khalim Sadullaev has issued an address to the Chechen people explaining his recent decisions to disband the government, parliament, and network of envoys abroad that he inherited from his predecessor, Aslan Maskhadov...

The address was posted on 19 August on chechenpress.org.

Sadullaev accused both the parliament-in-exile and the envoys abroad of unspecified financial violations and of working at cross purposes and squabbling among themselves.

He expressed regret that collectively they were unable to persuade the Parliamentary Assembly of the Council of Europe (PACE) to adopt a resolution condemning the killing of Maskhadov and demanding that Russian authorities hand over his body to his family for burial.

Sadullaev vowed to create an ´´underground´´ legislature and government in Chechnya, affirming that there remains ´´an adequate reserve of qualified specialists´´ despite the extermination by Russia of ´´almost the entire intellectual potential of the Chechen people.´´
