Decrees by the President of the CRI, Abdul-Halim Sadulayev № 013 Date: 04.08.2005 DECREE "About the head of the Presidential Administration of the CRI" In the name of Allah the Gracious and Merciful! Based on the law of the CRI "About the President of the Chechen Republic of Ichkeria", with the purpose to secure the effectiveness of the activity of the Presidential Administration of the CRI, which is working under the conditions of martial law, I DECREE: 1. To appoint Idris Hasanov Head of the Presidential Administration of the CRI. 2. To convey to the Head of the Presidential Administration I. Hasanov additional powers to control the activities of all institutions of governmental authority of the CRI which are working beyond the borders of the country. 3. I will myself take control of the execution of this decree. 4. The decree comes into force on the day of its signing. 15/8/2005 Chechen authorities give shocking figures
One hundred and sixty thousand people have been killed in the two Chechen wars, mostly Russian-speaking residents of the republic, said Taus Jabrailov, head of Chechnya's State Council. "Thirty to forty thousand of them are Chechens," Jabrailov said at a press conference.
He added there were very many victims among civilians in the first war, including among Russian-speaking residents of the republic who had nowhere to go from cities and towns, unlike Chechens who were hiding with their relatives in villages, RIA Novosti says.
These figures comprise the total number of casualties, including federal forces, law enforcement agencies, and rebels, according to Jabrailov.

Abdul-Khalim Sadullaev, who was named in March to succeed slain President and resistance commander Aslan Maskhadov, issued decrees on 11 August sacking the government and disbanding a network of presidential envoys, chechenpress.org reported on 14 August...
The first decree dismisses the entire government in line with the state of emergency in force since 1999 and tasks the State Defense Council with selecting a new cabinet, and the second abolishes the post of presidential representatives abroad, according to chechenpress.org.
Those representatives are to report on their activities within one week.
In a third decree, dated 4 August, Sadullaev named Idris Khasanov to head his administration.
