Violence in Chechnya is Getting Worse and Negotiating with Exiled Rebels Will Not Stop It
A
suicide bomb attack in the capital of Chechnya on Sunday seems to have
been aimed at undermining Chechen President Ramzan Kadyrov’s claims to
have brought the insurgency under control. Desperate to convince Moscow
that he can be a conciliator as well as a fighter, Kadyrov has opened
talks with exiled rebel leader Akhmed Zakayev. But the insurgents in
the mountains appear determined to keep fighting.
On
Sunday a suicide bomber – a relatively rare species of terrorist in the
Caucasus, but increasingly visible as of late – blew himself up outside
a theater in Grozny. The theater was packed, but he had not made it
into the building. He detonated his bomb when suspicious policemen

ABDURAKHMANOV AND ZAKAEV: - FIRST TALKS IN EIGHT YEARS GIVE HOPE TO LASTING POLITICAL STABILITY IN CHECHNYA
The Chechnya Peace Forum has mediated the first talks for political stability in eight years in the latest move to resolve the conflict in Chechnya.
At a press conference on Friday 24th July in Oslo, Dukhvakha Abdurakhmanov, (Chairman of the Chechen Parliament and representative of the Kadyrov government) and Akhmed Zakaev (representative of the Maskhadov continuation government) spoke for the first time in public about their consultations.
Commenting on the talks Dukhvakha Abdurakhmanov, (Chairman of the Chechen Parliament and representative of the Kadyrov government) said: “The objectives of my recent meetings in Oslo with Mr Akhmed Zakaev have been to establish political stability for the ultimate goal of consolidating the Chechen nation.”

If it turns out that Ramzan Kadyrov does indeed bear responsibility for the death of Natalya Estemirova, the chances that an investigation will ever uncover the truth are non-existent. This was in fact made clear by Dmitry Medvedev, who during a press conference in Germany called the theory of Kadyrov’s involvement "the least acceptable one for the authorities." It seems that having allowed himself to become too emotional, the Russian president dropped his guard for a moment and simply described the established mode of relations between the Kremlin and the head of the Chechen Republic. Indeed, Natalya Estemirova was far from being at the top of the list of people who for various reasons have incurred Kadyrov’s displeasure, and have ended up dead. Opponents of Chechen President Ramzan Kadyrov — both real and imagined — have been mowed down like grass in recent years. The victims include Novaya Gazeta journalist Anna Politkovskaya, Chechen commander Movladi Baisarov, the brothers Ruslan and Sulim Yamadayev, former Kadyrov bodyguard Umar Israilov and now human rights activist Natalya Estemirova. The murders have taken place all over the world: in Grozny, Moscow, Vienna and Dubai. At the same time, a host of prominent Chechen expatriates have voiced support for Kadyrov and his regime.
