Doku Umarov, Portrait of a Stakeless Chechen Succession
Article published in 21/07/2006 Issue

By Laurent VINATIER, Institut d’Etudes Politiques in Paris

Translated by Christian Nils LARSON

On the morning of June 17, Abdul-Khalim Sadulayev, the acting president of the Chechen Republic of Ichkeria, was killed during a special joint operation carried out by the Russian armed forces and their Chechen backups recruited from Ramzan Kadyrov’s militia. A bit more than a year ago he succeeded Aslan Maskhadov, the legitimate leader of the Chechen resistance. Elected to the presidency of the Republic of Ichkeria in 1997 by the Chechen people during a vote organized under the auspices of the OSCE, Maskhadov fell victim to a March 2005 Russian military attack.

The warlord Doku Umarov, who until then occupied the post of vice-president—he just happens to have been named to that post by Sadulayev on June 16, 2005—nonetheless sees ...

Many in Russia Skeptical of Basayev Death
By: JIM HEINTZ (Fri, Jul/21/2006)

MOSCOW - The special forces members that Russia credits with killing Chechen warlord Shamil Basayev have been awarded some of the country's highest honors, but their names have not been made public.

President Vladimir Putin awarded the medals at a low-key ceremony Thursday as questions lingered about the July 10 killing of Basayev, a separatist fighter who claimed credit for the country's most horrific terrorist acts, including the Beslan school hostage seizure in 2004 that left 331 people dead.

While security services said the explosion that killed Basayev resulted from a targeted strike, the rebel camp said the blast was an accident.

The Kremlin did not release the award recipients' names, and Russian news agencies did not indicate how many there were or which agencies they served.

"The liquidation of Shamil Basayev took place without heroes," ...

Akhmed Zakaev’s speech in House of Lordst

Ladies and gentlemen,

I would like to start by thanking the organisers of this meeting.  Thank you most sincerely.

News of the death of Shamil Basaev has evoked mixed responses from around the world.  I knew Shamil from the start of the first anti-Chechen war.  At that time he was a fearless, tireless and ingenious commander, motivated by high ideals of freedom, independence and human rights.  Although he accepted responsibility for the tragedies of Nord-Ost and Beslan, those directly involved in the hostage-taking were dozens of other young men and women.

If we want to seek an explanation, we shall have to acknowledge that these people decided to commit suicide because of the horrors in the life around them.  The limitless cruelty of the Russians in Chechnya and its neighbouring republics was the main instigator both ...

Ahmed Zakayev: Negotiations mean mutual compromise

This interview of Ahmed Zakayev, the Foreign Minister of Chechen Republic of Ichkeria, is presented by DAYMOHK News Agency

22 July 2006

Question: The Manifesto "For peace in Chechnya", published recently in the Chechen media, has caused some controversy. First of all, may I ask you: were the contents of this Manifesto agreed with the ChRI President?

Ahmed Zakayev: Yes, this document was cleared by the legal department of the ChRI Presidential Administration, and was approved personally by Umar Dakayev, the Head of Administration. I would like to add that, as the Foreign Minister, I am responsible only to the President, and agree all the political questions with him.

But when the statement of the Presidential Administration was published, many had an impression that it criticised some points of the Manifesto. In particular, this statement says that "some wording ...
