The death of the most notorious Chechen warlord suggests an end to conflict in the North Caucasus could be in sight.

Russia’s most wanted man, Chechen militant leader Shamil Basayev may have met his end by accident rather than in a deliberate hit as Russian leaders claim, but his death certainly marks a major victory for Moscow and could result in the armed conflict beginning to ebb away.

Ground zero for this major development is the edge of Ali-Yurt, a small village in Ingushetia not far from the border with Chechnya. A row of unfinished houses still lacking doors and windows stands here, facing a road that is little more than a track, a hillside, a ravine, some fields and trees.

Responding to the martyrdom Monday, July 10, 2006, of Chechen Mujahideen commander, Shamil Basayev, Hussein bin Mahmoud, a Muslim scholar who supports the Mujahideen, composed and distributed a message titled: "Eagle of the Caucusus". The piece contains a historical retelling of both the Chechen Jihad and the force by which the Russians over time and regimes, including Catherine the Great, Joseph Stalin, and Vladimir Putin, sought to crush its opposition and leadership. Mahmoud also presents a biography of Basayev, tracking his growth from his birthplace in Vedeno in 1965, though his experience in Khost, Afghanistan, hostage kidnapping operation in Budennovsk in 1995, and exemplar of military command for his role in the Grozny assault.

CHECHNYA'S rebels are ready to drop their independence bid in exchange for peace, a senior representative said, as Russia offered an amnesty Saturday. However the radical wing of the guerrilla movement showed no sign of agreeing.
Akhmed Zakayev, the fugitive rebel government's foreign minister, wrote in an appeal to the Group of Eight leaders meeting in Saint Petersburg, that the people of Chechnya had always wanted independence.

Moscow Will Offer Amnesty to Rebels

Federal Security Service chief Nikolai Patrushev announced Tuesday that the government would offer amnesty to rebel fighters in the North Caucasus in an apparent attempt to thin the ranks of insurgent and terrorist groups in the area following the death of notorious warlord Shamil Basayev.

Patrushev told reporters that the National Anti-Terrorist Committee, which he chairs, was drafting an amnesty bill intended to provide fighters "who have been deceived by the ringleaders and lured into criminal activity" with "the chance to return to a peaceful life."

The committee, which includes Russia's top law enforcement officers and other key ministers, would send the amnesty bill to the Kremlin for approval before submitting it to the State Duma, Patrushev said.

The FSB chief did not specify which crimes would be covered by the amnesty. Instead, he reiterated his call for rebels in Chechnya and the other North ...
