MOSCOW: Militants opened fired on a police car in Russia's war-scarred province of Chechnya, injuring one officer, officials said Tuesday.

The incident took place Monday outside the Chechen capital Grozny, the regional Interior Ministry said in a statement. The suspects escaped and a manhunt has been launched, the statement said.

Russian forces have fought two wars against separatist rebels in Chechnya over the past dozen years. Large-scale fighting has all but ended, but rebels continue to fight Russian servicemen and forces from the Moscow-backed government.

I am writing to you in my capacity as the Director of the Chechnya Peace Forum to ask you to raise the ongoing human rights atrocities in Chechnya directly with Russia at the G8. The focus of Chechnya Peace Forum is to promote the cause for peace and democracy in Chechnya and bring the humanitarian crisis there to greater international attention.

President Putin is intent on averting world attention away from the horrific situation in Chechnya but those of us who defend the rule of law and human rights refuse to remain silent.

CHECHNYA – Heavy rains in the mountain districts of Chechnya have created a threat of flooding, Prague Watchdog has learnt at the Chechen government’s Ministry for Emergencies.

The situation has worsened in almost all mountain districts, as a heavy downpour that began on Sunday night ended only this evening.

In some villages the rain has created a threat of flooding. The roads in the village of Day and many other villages of the Shatoi district are already virtually impassable. The town of Shatoi itself also nearly lost contact with the plain - the only road to Grozny was under threat of erosion. The Ministry has sent special machines to the area and concerted action with the local authorities meant that this danger was averted.

Ulman Group Found Guilty

On June 14, a military court in Rostov-on-Don found Captain Eduard Ulman and three subordinates guilty of the 2002 killing of six civilians, including a woman and a teenager, Reuters reported. Ulman and two other servicemen failed to show up in court but were sentenced in absentia for 14, 12 and 11 years respectively. Police are searching for the three (Chechnya Weekly, April 19). The fourth serviceman, present in court, was jailed for nine years.

Chechens Show Entrepreneurial Spirit

Locals try to break dependence on aid by taking out loans to start new businesses.

Petemat Umakhanova, 35, is tired of being a victim.

She has had to bring up four children on her own in Grozny ever since her husband disappeared in 2004. What money she has had - just 2000 roubles (around 75 US dollars) a month - has come in benefits from the state and the Red Cross.

Now she is branching out, and has asked the Red Cross for credit to help set up her own business.

“I applied to purchase a freezer and foodstuffs,” she said. “I’m tired of living on the humanitarian aid alone. I want to have a business of my own, earn money and maintain my family properly.”

She is part of a trend in Chechnya, where both local residents and NGOs are keen to move ...
