In the name of God, The Merciful, The Charitable, Praise God, Lord of the worlds. Peace and blessings to the God's Prophet, his family, his apostles, and all the Moslems.

Dear compatriots!

On the 17th of June, our President Abdul-Halim Sadulaev died as a hero in combat against Russian invaders and their armed accomplices in the town of Argun. President Sadulaev's memory shall be immortalised by the Chechen government, as well as the memories of his predecessors. His name and his glorious life of a leader and a warrior shall forever remain in memory and in history of the Chechen nation, and so shall the names of all its glorious sons and daugthers who sacrificed their lives for our right cause.

PRAGUE, June 28, 2006 (RFE/RL) -- Chechen Republic Ichkeria President and resistance commander Doku Umarov named Shamil Basayev on June 27 as his vice president and as government chairman, chechenpress.org reported. Umarov simultaneously released Basayev from the post of first deputy prime minister to which he was named last year by Umarov's predecessor, Abdul-Khalim Sadulayev.

Sadulayev was killed in a special operation by Russian forces in Argun, east of Grozny, on June 17. In light of his involvement in three hostage takings and several attacks on government facilities, the Russian authorities have branded Basayev a terrorist and foresworn any negotiations with him.

Basayev Named Deputy Leader Of Chechen Separatists

PRAGUE, June 28, 2006 (RFE/RL) -- Chechen field commander Shamil Basayev has been appointed to the post of vice president of the breakaway republic's separatist leadership.

Usman Firzauli, the separatists' deputy foreign minister, told RFE/RL that Basayev was appointed by rebel leader Doku Umarov on June 27.

Umarov, himself the former vice president, rose to the head of the separatist government after his predecessor, Abdul-Khalim Sadulayev, was killed by Russian special forces on June 17.

As vice president, Basayev would automatically become acting president if Umarov were killed or stepped down from his position.

Basayev, who has claimed responsibility for the 2004 Beslan school siege, is the most wanted man in Russia.

On June 27, the Chechen separatist Daymohk published two decrees by Dokku Umarov, the new leader of the separatist movement and president of the Chechen Republic of Ichkeria (ChRI). One decree removed Abdallakh Shamil Abu-Idris, a.k.a. Shamil Basaev, from the post of first deputy chairman of the ChRI Cabinet of Ministers (i.e., ChRI first deputy prime minister), while the other appointed him ChRI Vice-President, the same post Umarov held up until the death of the previous separatist leader and ChRI president, Abdul-Khalim Sadulaev, on June 17 (Chechnya Weekly, June 22).
