May 11, 2007 (RFE/RL) -- Aslan Doukaev, the head of RFE/RL's North Caucasus Service, recalls the 1997 peace accord between Russia and Chechnya and discusses the decade since:

When the news came of the peace agreement in 1997, people weren't out on the streets singing and dancing. Although it was a glimmer of hope, there was very little to celebrate. It was the end of a bloody and painful war, which inflicted huge suffering and losses on the Chechen people.

High in the mountains of Chechnya, the ancient village of Zumsoi stands as a tragic symbol of the recent wars pitting the independence-seeking republic against Russia. Once home to several families whose ancestors had farmed the rocky terrain for generations, it is now abandoned. Zarema Mukusheva is a young Chechen human-rights activist from Grozny who spent two years documenting life in Zumsoi. The resulting film -- “Crying Sun: The Impact Of War In The Mountains Of Chechnya” -- was recently screened in Washington, D.C. RFE/RL correspondent Heather Maher spoke to Mukusheva ahead of the event.

The so-called "Cadet" accused of tortures in Chechnya is left under arrest

Today, the Octiabrskiy District Court of Grozny has left Sergey Lapin, former militia officer from the city of Nizhnevartovsk (radio call sign "Cadet"), accused of torturing Zelimkhan Murdalov, a "disappeared" resident of Chechnya, under arrest. The news was reported to the "Caucasian Knot" correspondent by Natalia Estemirova, employee of the Human Rights Centre "Memorial," who was present at the court session.

Petitions lodged by defendant's advocate Georgiy Degtyarov and Lapin himself on changing his freedom restriction measure from custody to recognizance not to leave were rejected by the court. Now, the defendant is kept at the investigatory isolation facility of Grozny.

State accuser Milana Baitaeva voiced a protest against releasing "Cadet." She has declared that it is too early yet to lodge such petitions, N. Estemirova reported about the course ...

Nukhazhiev: residents of Chechnya have no trust in courts and power agencies

A total of 633 persons addressed the Chechen Ombudsman during the first three months of 2007. Compared with the same period of 2006, the number of appeals went up by more than 60%, the press service of the Republic's government reports.

"Many years of our experience confirm that the bureaucracy of the Republic's bodies of power has extremely low level of trust among the population. The fact that the number of appeals to the Ombudsman in the Chechen Republic is on the rise is another reflection of citizens' discredit to low- and middle-level employees of the state machinery," Ombudsman Nurdi Nukhazhiev has noted.

Eight percent of applicants are convicts, the "Gazeta.Ru" remarks. "Almost half of the applicants express their disagreement with court judgements - the fact illustrates that judicial bodies ...
