Although it was a glimmer of hope, there was very little to celebrate. It was the end of a bloody and painful war, which inflicted huge suffering and losses on the Chechen people. My first thought when I heard about the signing of the peace agreement was whether this was finally the end of years and years of hostilities between Russia and Chechnya. The news was reported to the "Caucasian Knot" correspondent by Natalia Estemirova, employee of the Human Rights Centre "Memorial," who was present at the court session. Petitions lodged by defendant's advocate Georgiy Degtyarov and Lapin himself on changing his freedom restriction measure from custody to recognizance not to leave were rejected by the court. Now, the defendant is kept at the investigatory isolation facility of Grozny. State accuser Milana Baitaeva voiced a protest against releasing "Cadet." Compared with the same period of 2006, the number of appeals went up by more than 60%, the press service of the Republic's government reports. "Many years of our experience confirm that the bureaucracy of the Republic's bodies of power has extremely low level of trust among the population.
