PARIS: Nicolas Sarkozy said Friday that if he is elected France's president this weekend, as polls predict, he will bring up concerns about human rights abuses in Chechnya with Russian President Vladimir Putin.

"Either we defend universal values of human rights, and that counts for the Chechens just as it counts for the French, or we don't defend them," Sarkozy said on Europe-1 radio.

"I know perfectly well that the Russian national sentiment has suffered painful challenges in recent years ... but nonetheless, Russian democracy has progress to make," he said.

"We have the right to say to a large country, 'Listen, there are some things that are not going well,'" Sarkozy said. "I would say it calmly, serenely, firmly."

NAZRAN, May 4 (Itar-Tass) -- An officer of Chechnya’s power-wielding agencies was shot to death in the village of Ordzhonikidzovskaya in Ingushetia.

As Itar-Tass learnt at the law enforcement bodies of Ingushetia on Friday, the crime was committed in a cafй on Thursday. “An unidentified person fired point-blank at 30-year-old man from a 9-mm-calibre pistol and disappeared,” a law enforcer said.

During a search operation, it was established that the killed man was an officer of the group Zapad (west).

Besides, a local resident of the village of Ordzhonikidzovskaya, who was in the cafй at that moment, was injured in the shooting. He was hospitalised.

Criminal proceedings were instituted. The murderer is being searched for.

Break till May 14 announced in Arakcheev-Khudyakov's trial

Today's court session of the North-Caucasian Regional Military Court in Rostov-on-Don on the case of Khudyakov and Arakcheev, officers of Internal Troops of the Ministry of Internal Affairs of the Russian Federation, accused of murdering three peaceful residents of Chechnya, has interrogated one witness. The defence was presenting its evidences yesterday and today. The "Caucasian Knot" was informed about it by Liudmila Tikhomirova, representative of the victims.

"This witness was interrogated earlier, during the preliminary investigation, therefore, we have learnt nothing new. A break in the hearings has been announced till May 14," Ms. Tikhomirova has reported.

Evgeniy Khudyakov and Sergey Arakcheev are accused of a person's kidnapping and illegal detainment, and of murdering three residents of Chechnya.

Chechen separatists' web site author sentenced to compulsory medical treatment

On May 7, the court of the town of Rybinsk, Yaroslavl Region, found Andrei Novikov, author of the "Chechenpress" separatists' web site, guilty of public appeals to extremist activities (Part 1, Article 280, of the Criminal Code of the Russian Federation). The judicial hearing itself took place on May 4, Boris Krein, coordinator of the committee in support of A. Novikov and an activist of the Rybinsk organization of the "Yabloko" Party, has reported to the "Caucasian Knot" correspondent.

According to Mr. Krein, since an earlier judicial-psychiatric examination had found a schizoid disorder in the publicist, he was exempted from punishment and directed to compulsory medical treatment at the Rybinsk Psychiatric Clinic. Convict's father has stated his disagreement with the verdict and intention to appeal against it to the cassation ...
