Austria Finds Strong Links to Kadyrov in Israilov's Murder

Investigators probing the murder of a Chechen refugee in Vienna have uncovered strong trails that lead straight to Ramzan Kadyrov, opening the unprecedented possibility that Austria might press charges against the Chechen president.

Among the evidence are photographs and documents that show that the man suspected of organizing the January 2009 killing of Umar Israilov knew Kadyrov personally and had been in close contact with one of his aides, media reports said this week.

Gerhard Jarosch, a spokesman for Vienna prosecutors, confirmed the reports Thursday but denied speculation that his agency would decide about an indictment soon. "We are working on this now, but I cannot say when we will be finished," he told The Moscow ...

VIENNA -- An Austrian investigation into the street slaying of a former bodyguard for the Chechen president has revealed a connection between a man detained in the slaying and a close adviser to the Chechen leader, an official said Monday.

Umar Israilov, 27, was gunned down in broad daylight on a street in the Austrian capital on Jan. 13, 2009. Human rights activists say his death was linked to his opposition to Chechnya's pro-Kremlin president, Ramzan Kadyrov, but authorities have in the past said they had no proof the killing was political.

Still, Austrian police have been criticized for not providing Israilov with police protection prior to his assassination after having been warned in summer 2008 that his life was in danger.

Over 5,000 Chechen families have not received compensation earmarked by the Russian government for those who lost their homes and other property during the war. On April 20, Chechnya’s finance ministry promised to disburse the payments by the end of 2010, but it was unclear whether this would be possible. The ministry cited numerous attempts to abuse the system, which had forced them to proceed with the disbursals very cautiously. According to the Chechen ministry, the federal government allotted $100 million for compensation payments to be made this year (www.kavkaz-uzel.ru, April 20).

The beginning of this process dates back to 2003, and since then the amount of compensation has not been changed even though prices have significantly increased. The government pays $10,000 for a lost home and less than $2,000 for other ...

Documenting the Chechen Struggles

After suicide bombers set off two huge explosions, killing dozens in the Moscow subway system last week, attention turned toward Chechnya — the troubled republic in North Caucasus where the Russian government has sought to suppress  a violent Muslim uprising since the fall of the Soviet Union in 1991.

The Italian photographer Davide Monteleone has been working there extensively this year, pursuing a project that documents Muslim life and the struggle for stability as the Russian government tries to stamp out the remnants of a war that has continued for nearly 15 years. Based in Rome and Moscow, Mr. Monteleone, 35, is represented by Contrasto.
